The State Duma assessed the possibility of paying the 13th pension on the day of birth

Payment of the 13th birthday pension may create an imbalance in the Social Fund. This opinion was expressed by Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans Affairs, commenting on the corresponding proposal of the deputy speaker of the State Duma Boris Chernyshov on the payment.

Earlier in the day Chernyshov said that next year a bill on the annual payment of the 13th birthday pension to all categories of pensioners will be introduced in the State Duma. He noted that this initiative will allow senior citizens to feel the attention of the state and receive additional funding for personal needs. The size of the payment is proposed to be set equal to the amount of the monthly pension of the citizen at the time of receipt.

"I think that neither this year, nor next year the life of such a bill will not have," - quotes the Deputy "Lenta.ru".

Bessarad added that, in order to receive insurance pensions, you need to have the appropriate length of service and individual pension coefficients. She noted that the pension is formed from contributions that a person deducts to the Social Fund through the employer.

"It [pension purse] is calculated strictly taking into account all the parameters that the pension budget offers, that is, it is calculated for insurance pension, old age, disability, survivor, social pension according to the same parameters," she said.

According to the MP, the allocation of funds for the 13th pension may create an imbalance, because in addition to pensions, the Social Fund pays child allowance, matkapital, lump-sum cash payments and other categories of social support.

Next year the size of the payment will exceed 15 thousand rubles

On December 5, Bessarab said that in 2025 all pensions in Russia will be indexed by 14.75%. It is specified that the increase in payments will occur from April 1, 2025. According to Bessarab, the social supplement to the pension will guarantee the subsistence minimum even for those pensioners whose income is below this level in their region.

Before that, on October 8, the head of the faction "Just Russia - For Truth" Sergei Mironov proposed to pay in December the 13th pension to all elderly people who receive old-age insurance pension. A letter with the initiative was sent to Russian Prime Minister Mikhail Mishustin. According to Mironov, many pensioners today live below the poverty line, and if we compare pensions with the average salary, "it is four times lower than it, and this is absolutely wrong."
