
Social pension in 2025: who will receive an increase and by how much

It became known that from April 1, 2025 social pension will be indexed by 14.75% at once, follows from the law on the budget of the Pension and Social Insurance Fund for 2025-2027, which was signed by Russian President Vladimir Putin. Social pension in 2025: by how much will increase
Indexation of insurance pension payments and disability benefits is held annually on April 1. On Saturday, November 30, Russian President Vladimir Putin signed the law on the budget of the Pension and Social Insurance Fund for 2025-2027.
According to the new prescription, social pensions will be indexed by 14.75% in 2025. The draft federal budget allocates 825 billion rubles for this purpose.
In 2026 the indexation will be 4.5%, and in 2027 - 4%, for these purposes the budget has budgeted 895 billion rubles and 950 billion rubles respectively.
After indexation on April 1, 2025, the size of the social pension will be 15,456 rubles.

At the same time, the old-age insurance pension will be indexed first at the beginning of the year. From January 1, 2025, it will increase by 7.3% and will amount to Br24 thousand on average.
Social pension: what it is and how to get it
Social pension - a measure of support for incapacitated or limited labor-capable citizens who permanently reside in Russia. It is assigned both for old age and disability (to disabled children and those people with disabilities who at the time of applying for a pension completely lack an insurance record).
The payment is also granted to people who have lost one or both breadwinners: children up to 18 years of age or up to 23 years of age in the case of full-time education.
In addition, a social pension is entitled to the spouse and parents of a military man who died in the course of service. For this purpose, it is necessary to provide the SFD with documents confirming the right to receive the payment. This can be a marriage certificate and a passport, as well as a conclusion on medical and social expertise from a federal institution.
Payments come from the state budget. Foreign citizens with a Russian residence permit are also entitled to receive a social pension. To do this, they must live on the territory of Russia for 15 years and reach a certain age.
The key difference between the social pension and the insurance pension is in the formation of the payment fund. If for the social pension the funds come from the state budget, for the insurance pension - from the pension contributions of citizens themselves. The social pension should not be lower than the regional subsistence minimum.
The social pension is granted from the beginning of the month when a person applies for it and is perpetual. The conditions of appointment are described in Federal Law No. 166 of 15.12.2001.
The social pension is granted to elderly people who have reached retirement age but have not accumulated the required number of work experience points and pension coefficients. It is granted five years later than the insurance pension on general grounds. In 2024, the retirement age for social pension for women is 63 years and for men - 68 years. By 2026, the age limit will be raised to 64 and 69 respectively, and in 2028 it will be 65 for women and 70 for men.
Small-numbered peoples of the Far North regions can now receive social pensions earlier: women - from 50, men - from 55.
Social payments to Muscovites in 2025
In 2025, social payments to Muscovites will be increased by 5.5%. This decree was signed by the mayor of the capital Sergey Sobinin. Lump-sum and monthly payments will also be increased for privileged categories of citizens. Thus, the minimum pension with the city supplement will amount to 25,850 rubles.
In 2025 for Muscovites are planned lump sum payments, which are timed to holidays and memorable dates: the anniversary of Victory in the Great Patriotic War (WWII), the accident at the Chernobyl nuclear power plant (NPP), the beginning of the Soviet counteroffensive in the Battle of Moscow.
The Moscow budget for 2025 allocates almost 690 billion rubles for social support measures for residents of the Russian capital.
