One of the effective measures to optimize budget expenditures in the Russian Federation could be the creation of the Ministry of Efficiency or the Ministry for Improving the Efficiency of Public Administration, according to the Association of Entrepreneurs for the Development of Business Patriotism "Avanti". Rakhman Yansukov, president of the association, sent a letter with a proposal to create such an agency in the country to Russian Prime Minister Mikhail Mishustin. "Izvestia" got acquainted with the document on December 16.
The letter notes that the Russian economy is facing challenges related to Western sanctions. In addition, the country's budget is under pressure due to the implementation of federal government programs and numerous social obligations. In this regard, the issue of budget expenditure efficiency comes to the fore.
Avanti believes that wastefulness of some civil servants is one of the aspects of the problem. The duplication of functions of a number of ministries and agencies, both at the federal and regional levels, as well as the bureaucratization of some processes, the association added.
"In this regard, the issue of improving the quality of public administration capable of optimizing budget expenditures without damaging the social sphere and welfare of the population of our country is of particular importance. In our opinion, one of the effective measures to optimize budget expenditures could be the creation of a special body of the federal executive power, the so-called Ministry of Efficiency or the Ministry for Improving the Efficiency of Public Administration," the letter says.
Such an agency would be able to optimize government management processes, focus on the fight against bureaucracy, analysis and subsequent reduction of duplicate regulations, as well as restructuring of federal agencies and optimization of unnecessary expenditures, the association believes. At the same time, they believe that the future minister could exercise his powers on a voluntary basis.
In addition, he could be a representative of big business, "who has proven his efficiency and dedication to the ideals of business patriotism, as well as enjoys high prestige in business circles."
Earlier, on December 4, Russian Finance Minister Anton Siluanov told at the macroeconomic session of the VTB investment forum "Russia Calling!" that the federal budget for 2025 is quite tough. According to him, the budget has, firstly, a deficit by a percentage of GDP and, secondly, is balanced at the primary level.
