Russia has adopted a federal budget for three years. What you need to know


One of the main priorities in the formation of the budget was the fulfillment of social obligations. According to the main financial document of the country, in 2025, support for families with children and the development of health care will continue, and control over budget spending will become stricter. Counting on lower inflation rates
- The budget for 2025 is based on the projected average inflation for the period from December 2024 to December 2025 at the level of 4.5% and the expected size of GDP of 214.5 trillion rubles. At the end of 2024, the Central Bank estimates inflation at 8.0-8.5%. The projected revenue will amount to Br40.296 trillion, Br4 trillion higher than last year.
- Revenues will grow due to the increase in excise rates on petroleum products, tobacco and alcoholic beverages from January 1, 2025, additional oil and gas revenues of the federal budget in the amount of Br1.812 trillion, as well as the growth of revenues after the entry into force of changes in tax legislation. At the same time, the share of revenues, not related to the sale of oil and gas products, in the total volume of income will grow for the first time to 72.9%.
- Budget expenditures will amount to Br41.469 trillion, 2.5 times more than in 2018. The deficit of Br1.173 trillion is planned to be repaid by internal borrowings, including privatization revenues.
- The volume of state debt in 2025 will amount to 16.5% of GDP, with the internal debt of the state almost five times higher than the external one. As of January 1, 2026, the upper limit of domestic debt is projected at 29.385 trillion rubles, and the upper limit of external debt - $61.1 billion, or €55.5 billion.
- Despite the fact that the main budget item is expected to be expenditures on ensuring the country's defense (in 2025 it will be almost Br13.5 trillion), the main social areas, including one of the priorities of domestic policy in recent years - support for families with children - will also remain. Br6.9 trillion will be spent on social policy.
Healthcare
- Br1.5 trillion is budgeted for the program "Health Care Development. The main costs are provided for the development of medical infrastructure, modernization of primary health care, improvement of emergency medical care, combating cardiovascular diseases, oncology, diabetes and hepatitis C, rehabilitation and high-tech care.
- 9.5 billion of budget funds are reserved for the federal project "Sanitary Shield" aimed at preventing and detecting diseases, 53 billion rubles - for the national project "Long and Active Life". In 2026, expenditures on the federal and national projects are expected to increase significantly to 13 billion and 98 billion rubles, respectively.
Support for families and children
- The state program "Development of Education" will be allocated 589 billion rubles, including 7.786 billion rubles for the creation of new places in general educational organizations due to the growing number of students. RUB 16 billion will be allocated under the state program to the federal project "Creating conditions for education, recreation and health improvement of children and youth", and the budget of the federal project will more than double in 2027.
- Support for families and children is also planned within the framework of the state program "Health Care Development": 270 billion rubles will be allocated for the creation of new hospitals and polyclinics, implementation of the national vaccination calendar, financing of the fund to help children with severe and rare diseases "Circle of Goodness", the national project "Family" and protection of motherhood and childhood. Of this, about Br4 billion will be allocated to expand screening of newborns to detect hereditary diseases.
- More than Br1.7 trillion in the budget is planned to improve housing for families with children, including subsidizing the preferential mortgage rate and lump-sum payments to large families for partial mortgage repayment.
- A record 1,799.9 billion rubles are planned for the housing and utilities sector in 2025. This is by 648.5 billion rubles more than last year. This budget item finances subsidies for the payment of public utilities. It is expected that in July 2025, housing and utility tariffs will be indexed by 11.9% on average.
Control over budget funds
- Against the background of high-profile corruption cases, the government is strengthening oversight over the activities of government contractors. Control over the spending of budget funds is being tightened: in 2025, grants in the form of subsidies to federal budgetary and autonomous institutions for capital repair and reconstruction of state or municipally owned real estate, as well as the acquisition of state-owned real estate, will fall under treasury support.
- Now treasury supervision will also be carried out for advance payments amounting to 50 million under contracts of federal budgetary and autonomous institutions for the performance of work, provision of services or purchase of goods. Previously, treasury supervision applied to advance payments of 100 million rubles or more, and companies receiving government contracts tried to split such payments into smaller amounts in order to avoid serious reporting.
