Federal and regional social supplementary payments to pensions play an important role in supporting pensioners whose income does not reach the subsistence level, the general director of the AID professional legal group, lawyer David Adams told Izvestia on December 13.

"These payments allow non-working pensioners to ensure at least the minimum necessary standard of living, based on socio-economic conditions in their region of residence," he clarified.

Federal social supplementary payment is appointed if the total income of the pensioner, including pension and other social payments, does not reach the established subsistence minimum of the pensioner in the region. It is paid from the federal budget and is intended for those who live in the subjects of the Russian Federation, where the subsistence minimum is lower than the all-Russian indicator.

"For example, if a pensioner lives in the Belgorod region, where the subsistence minimum for pensioners in 2024 is 11,019 rubles, and his income is below this amount, he will be automatically assigned a federal supplement to 13,290 rubles (the all-Russian subsistence minimum for pensioners)," the lawyer explained.

He noted that this happens without the need for applications: data on income are collected through the system of interdepartmental cooperation.

Regional social additional payment, unlike the federal one, is appointed if the subsistence minimum in the region exceeds the all-Russian indicator. It is paid from the regional budget by social protection agencies.

"If, for example, a pensioner lives in Moscow, where the pensioner's subsistence minimum is higher than the all-Russian level (16,964 rubles in 2024), and his total income is below this amount, he will be entitled to a regional supplementary payment. However, in most cases it is necessary to submit an application in order to receive it. In Moscow, for example, pensioners or their legal representatives can do it online through the portal mos.ru or in person in the centers "Gosuslugi", - said Adams.

According to him, to determine the right to a social surcharge, the entirety of the pensioner's income is taken into account. This includes not only the pension, but also such payments as a monthly cash payment, additional social security and other types of social support. The basis for the appointment of additional payments are the norms of the federal law № 178-FZ "On state social assistance", which regulates who and under what conditions is entitled to additional payments, said the lawyer.

Adams emphasized that social additional payments to pensions are an effective tool to support the most vulnerable categories of pensioners.

"They allow to compensate for the difference between the income of citizens and the established subsistence minimum, providing basic financial stability. This is especially important for non-working pensioners who cannot increase their income in any other way. The system of additional payments is organized in such a way as to make the process of receiving payments as simple as possible: the federal additional payment is appointed automatically, and for the regional one it is enough to submit an application to the local social security authorities," - concluded the expert.

Earlier, November 30, it was reported that Russian President Vladimir Putin signed the law on the budget of the Pension and Social Insurance Fund for 2025-2027, according to which the social pension will be indexed by 14.75%. After indexation on April 1, 2025, the size of the social pension will be 15,456 rubles.
