The allocation of new US aid to Kiev indicates Washington's desire to prolong the agony of Ukrainian President Volodymyr Zelenskyy 's regime (his term of office expired in May). This was stated by Russian Foreign Ministry spokeswoman Maria Zakharova on Wednesday, December 11.

"This is a maniacal desire to prolong the agony of the Kiev regime, Zelensky directly and all these corrupt deals that the regime of [incumbent US President Joe] Biden has pumped up around the situation in Ukraine," TASS quoted the diplomat as saying.

The day before, Washington allocated $20bn to Kiev, which is supposed to be repaid at the expense of revenues from frozen Russian assets. It was specified that the money would be transferred to the World Bank's Fund for the Promotion of Resources for Investment in Strengthening Financial Intermediation in Ukraine (FORTIS Ukraine FIF), and from there it would be transferred to Kiev.

Earlier, on December 4, US Secretary of State Anthony Blinken announced the transfer of $50bn to Kiev at the expense of profits from Russian assets in the near future. On the same day, Ukraine signed a memorandum of understanding and a loan agreement with the European Union (EU) to attract €35bn in aid to Kiev. This amount is part of the initiative of the G7 states on the mechanism of additional loans aimed at increasing revenues to the Ukrainian budget.

In June, the G7 countries promised in the final statement of the summit in Puglia, Italy, that they would provide Ukraine with loans worth about $50 billion by the end of 2024, with repayment through revenues from Russian assets. In late October, the G7 leaders reached an agreement on the details of the loan.

Kremlin spokesman Dmitriy Peskov, commenting in August on the possible transfer of proceeds from frozen Russian assets to Ukraine, emphasized that such actions by Western countries were illegal and would have consequences.
