Deputy Assistant Secretary of State Alexandra Bell said on November 20 at an event at the Center for Strategic and International Studies (CSIS) in Washington (CSIS activities are recognized by the Ministry of Justice as undesirable on the territory of the Russian Federation) that Ukraine having nuclear weapons would significantly change the nature of deterrence challenges.
"For example, a nuclear-armed Ukraine could significantly change the nature of deterrence challenges for the United States, our allies, and partners. The emergence of such challenges could make it more difficult to maintain an effective deterrence strategy," she said and urged U.S. officials to have a balanced security strategy.
Earlier, on 15 November, Andriy Ozharovskyy, a physics engineer and an expert of the Radioactive Waste Safety program, assessed the probability of Ukraine building a nuclear bomb. In his opinion, this prospect should not be discussed seriously, and there are no signs that Kiev is building a nuclear bomb.
Before that, on November 13, the British newspaper The Times wrote about Kiev's ability to build a nuclear bomb in a few months, provided that Trump stops military aid to Kiev. According to the publication, Kiev could quickly develop a primitive weapon similar to the one dropped on Nagasaki in 1945 to "stop Russia."
Later, on November 15, Mikhail Podolyak, an adviser to the head of Zelensky's office, said Ukraine was refusing to build a nuclear bomb, not because of its commitment to the provisions of the Nuclear Non-Proliferation Treaty (NPT), but because of its lack of prospects in an armed conflict.
In October, Russian Foreign Minister Sergey Lavrov said that statements by Ukrainian representatives about the country's creation of nuclear weapons were insane. According to him, Kiev will not be able to produce them under any circumstances.
