On October 22, the Russian Ministry of Energy announced a decrease in fuel prices after the resumption of oil refineries and a seasonal decrease in demand.

"Currently, the fuel market is saturated due to the commissioning of oil refineries that are undergoing repairs and a seasonal decrease in fuel consumption, which leads to a decrease in its price. So, according to Rosstat, in the period from October 13 to October 19, 2026, gasoline prices decreased by about 0.7% or 64 kopecks, and diesel prices by nine kopecks," the department's Telegram channel says.

This is how the ministry commented on media reports about an allegedly insignificant increase in the price of motor fuel due to the cost of its import. The Ministry of Energy stressed that this information has no official confirmation.

According to the agency, the volume of imported gasoline in the domestic market remains insignificant and the demand for it is decreasing. This volume allows you to balance the supply and demand of fuel and cannot have a significant impact on its average price.

In addition, the "import damper" mechanism continues to operate, which compensates for consumers the difference between high world prices and the price on the domestic market.

Rosstat noted on October 21 that the cost of gasoline at gas stations decreased in 53 regions of Russia from October 13 to October 19. Prices fell the most in the Kurgan region. During the week, gasoline in the Kurgan region fell by 8.03%, and in Ingushetia — by 7.64%. In the Tambov and Vologda regions, the decrease was 5.2% and 4.56%, respectively.
