The Central Bank announced stricter regulation of consumer loans
Since October 1, the Central Bank has been tightening risk control in the field of retail lending, reducing the allowable volume of loans to borrowers. This is reported on the website of the Bank of Russia.
Macroprudential limits determine how much of the loan portfolio banks and microfinance institutions can send to clients whose loan obligations exceed 50% and 80% of their income.
Stricter thresholds have been set for unsecured consumer loans for the fourth quarter of 2026. The programs with a duration of more than five years have suffered the most — the permissible share of such disbursements is reduced fivefold.
In addition, the Central Bank lowered the limits for non-targeted loans secured by real estate and cars, as well as for targeted car loans.
At the same time, the conditions for issuing mortgages for ready—made and under construction housing in apartment buildings, as well as loans for individual housing construction remained the same - the Central Bank has not changed its decisions in these areas.
In the instruction of the Bank of Russia, registered by the Ministry of Justice of the Russian Federation, on September 28, it is reported that replenishment of bank accounts in cash through ATMs of third-party organizations using the Rapid Payment System (SBP) will be available to Russians from October 1. According to the document, the total amount of cash credited with the SBP will not exceed 25 thousand rubles per transaction, 50 thousand rubles during a calendar day and 200 thousand rubles during a calendar month. Banks will independently decide on the implementation of such a service. Compliance with the limits will be monitored by the SBP operations center.
