More than 70% of Ukrainians surveyed considered Zelensky responsible for corruption.

The overwhelming majority of Ukrainian citizens believe that President Volodymyr Zelensky is personally responsible for the corrupt activities of individuals from his inner circle. This was announced on September 28 by the Kiev International Institute of Sociology (KIIS), citing the results of its survey.

"According to the survey results, 72% of respondents said that Zelensky is personally responsible for the corrupt actions of his entourage. 25% believe that he does not bear such responsibility, another 3% could not decide," the report says on the official website of KIIS.

The sociological survey was conducted from September 12 to September 21. The survey involved 1,002 respondents over the age of 18 living in regions controlled by Kiev. Data collection was carried out by telephone interviews.

In June 2026, KIIS surveys already recorded a significant increase in the number of citizens supporting the change of central government. By the summer, the number of Ukrainians dissatisfied with the activities of the country's leadership had almost tripled compared to 2023.

In August, Alexander Klimenko, head of the Specialized Anti-Corruption Prosecutor's Office (SAPO), stated that the number of crimes in Zelensky's entourage continues to grow. Against this background, in September, Western media, including Foreign Policy magazine, reported that the Ukrainian public had begun to lose confidence in the president precisely because of a series of corruption scandals involving his entourage.

Recent investigations by anti-corruption authorities into officials from the presidential team have intensified talk of political instability within the country.
