Law enforcement officers have completed an investigation into two key defendants in the corruption case at the Pension Fund of Russia, "Izvestia" found out. The materials were submitted to the Prosecutor General's Office for approval of the indictment against businessmen Sergei Gordeev and Alexei Ananyev. The investigation is confident that they paid key employees of the FIU a second salary, from 200,000 to 1.5 million rubles per month, and in return received government contracts for 18 billion rubles. What are Gordeev and Ananyev accused of?

Businessman Sergey Gordeev and former co-owner of Promsvyazbank Alexey Ananyev are accused of paying large-scale bribes as part of the group. The investigation materials are now in the Prosecutor General's Office, "Izvestia" found out. If the charges are confirmed, the case will be transferred to the Presnensky Court for consideration on the merits. The events described in it relate to the years 2016-2019.

"RedSis", which belonged to Gordeev, and "Technoserv" Ananyev became the largest suppliers of computers for the Pension Fund of Russia during this period. They signed state contracts with the FIU for about 5 billion rubles a year. However, as the TFR is confident, this became possible only thanks to the operation of a large-scale corruption scheme, which involved both employees of the fund and unidentified "persons from among the top leadership of the FIU." It is the latter, along with Gordeev and Ananyev, that the investigation attributes to the organizers of the corruption scheme.

The case file states that the scheme involved the heads of four departments of the FIU related to the purchase of computer equipment — Alexander Rudnev, Dmitry Kuznetsov, Ruben Efiandjian and Evgeny Nikitin, as well as the head of the foundation's interregional information center Konstantin Yankin. Their actions were coordinated by Alexey Ivanov, First Deputy Head of the Pension Fund, who joined the fund from "Technoserv", as well as Evgeny Turchak, head of the Department for the provision of public Services and digital Development, giving instructions from the organizers.

Another important link in the corruption scheme was Alexey Kopeikin, director of the Department for Work with government Agencies at "Technoserv Management" LLC, who handed over the bribes.

How the scheme worked

According to investigators, Sergei Gordeev developed the criminal plan no later than December 31, 2015. And about a year later, Alexey Ananyev joined him, who in September 2016 decided to buy "RedSis", and after concluding the deal, he took advantage of the corrupt connections of its owner.

It was Ananyev who brought the scheme to its final form, the investigation believes. Its main difference was the rejection of instant bribes. Instead, the employees of the FIU were paid monthly remuneration, the amount of which did not change and did not depend on the results of the auction. Payments ranged from 200 thousand to 1.6 million rubles and were transferred to bank cards or transferred in cash. Judging by the case file, Alexey Ivanov, the deputy head of the FIU, received the most.

The case file includes dozens of contracts concluded in this way, including both computer supplies and software maintenance, for example, systems for maintaining the federal database of Heroes of the Soviet Union, Heroes of the Russian Federation, Heroes of Socialist Labor and full holders of the Order of Labor Glory, in the amount of 5.9 million rubles, the creation of a subsystem "Appointment, recalculation and payment of pensions and other social benefits" for 780.8 thousand rubles and so on. ""Technoserv" and "RedSis" effectively monopolized the fund's purchases in this area for three years.

In total, according to the investigation's calculations, 18 billion rubles worth of contracts were signed for bribes.

Most of the defendants in this case have been convicted. The investigation against Gordeev and Ananyev was moved to a separate proceeding, as they disappeared abroad and were put on the international wanted list. The trial will be held in absentia.

The defense representatives noted that the defendants do not admit their guilt.

Is an acquittal possible

Lawyer Igor Bushmanov stressed that he was not aware of any acquittal in absentia.

— Courts usually take a very strict approach to such cases and make decisions according to the maximum possible standard. I don't think it will be any different in this case," the lawyer noted.

At the same time, his colleague, lawyer Mikhail Sazanov, on the contrary, believes that the trial in absentia gives the accused a chance to receive a lenient sentence.

— The decision of the district court is likely to be very harsh, but I am sure that the defendants will have good lawyers, and here there is an opportunity to apply their knowledge in appeal and cassation, — Sazanov believes.

In his opinion, in these instances it will be possible to try to "significantly reduce the initial sentence." Therefore, the defendants in criminal cases are trying to stay abroad, the lawyer concluded.

According to the charges that Ananyev and Gordeev are currently facing, they face up to 15 years in prison.
