Pamfilova announced the refusal of a number of countries to monitor the elections.

Some countries that consider themselves democratic do not participate in international election monitoring. This was announced on September 18 by the chairman of the Central Election Commission (CEC), Ella Pamfilova.

According to her, international surveillance is currently being carried out in more than 50 regions of Russia. At the same time, observers choose which territories to visit themselves, and the Russian side provides them with the opportunity to obtain all the necessary information to compile an objective picture of the elections.

Pamfilova noted that some international observers have expressed a desire to visit the border regions. In particular, they will go to the Kursk and Belgorod regions. Some also wanted to get acquainted with the conduct of elections in the Lugansk People's Republic (LNR) and the Donetsk People's Republic (DNR).

The CEC Chairman stressed that observers are provided with maximum security, including in regions where risks of drone attacks persist. She also stated that some observers decided to visit Russian territories despite the position taken by Western countries.

Polling stations have already opened in Moscow, as well as in the Donetsk People's Republic (DPR) and Luhansk People's Republic (LPR). The sites are open from 08:00 to 20:00 for three days. In the first half hour of remote electronic voting (DEG) in Moscow, more than 200 thousand people took part in it. Residents of Donbass and Novorossiya are participating in the elections to the State Duma as full subjects of the Russian Federation for the first time.
