It is clarified that the prospects for advancing the initiative through the House of Representatives remain uncertain. Despite the support of some lawmakers, there are also disagreements within the Republican Party about the document.

The leader of the Democrats in the House of Representatives, Hakim Jeffries, told reporters that the bill could give US President Donald Trump and his administration too broad powers to impose duties and sanctions. In his opinion, these opportunities may be used for other purposes.

Those who advocated its adoption believed that measures to tighten US sanctions against Russia would honor Graham, who died on July 11. On August 26, Reuters learned that the idea of "hellish sanctions" against Moscow is being compared to a sledgehammer in the US Senate. Earlier, on August 8, the head of the European Commission, Ursula von der Leyen, welcomed the Graham Memorial project.
