The categories of citizens with the right to receive two pensions at the same time since September are named

From September 2026, representatives of six categories of Russian citizens will be able to receive two pensions at the same time, subject to the established conditions. This was announced on August 31 by Nina Gukasova, Director of the program of the FMCF for improving financial literacy of the population of IGSU RANHiGS, Candidate of Economic Sciences, Associate Professor.

"Starting in September 2026, important changes in pension legislation will begin to take effect in Russia, affecting the procedure for receiving two pensions at the same time," the expert told TASS.

It is noted that the right is provided for military and law enforcement officers who continued to work in the civilian sphere, federal civil servants, citizens with disabilities due to military trauma, participants in the Great Patriotic War and a number of categories equated to them, family members of deceased servicemen, as well as cosmonauts and flight test personnel.

According to Gukasova, in order to receive a second insurance pension, it is necessary to have at least 15 years of civil service experience, at least 30 pension coefficients and reach a set age. The second insurance pension is paid without a fixed part, amounting to 9 584 rubles in 2026.

To apply for it, you must contact the Social Fund, the MFC, or submit an application through Gosuslugi.

On August 29, Sergey Chirkov, Chairman of the Social Fund of Russia, said that there is no maximum age after which payment of a state insurance pension in Russia ceases. It is assigned and paid throughout a person's life. It was clarified that social pensions support citizens who became disabled at a young age and did not have time to form a sufficient amount of pension rights.
