The Ministry of Transport proposed to allow overbooking only on popular flights
The Ministry of Transport of the Russian Federation proposes to fix the rules of overbooking on flights in legislation and allow it only on destinations with a large number of regular flights. This was announced on August 30 by the Minister of Transport of Russia Andrey Nikitin.
"If it suddenly happens that there are more people on the flight than there are physically seats on the plane, the airline should not just throw up its hands. Therefore, it is important to fix the requirement in the legislation: the carrier is obliged to provide the passenger with a wide range of compensations. This is an alternative flight, a cash payment, comfortable conditions while waiting for departure, and so on," Nikitin said in an interview with RIA Novosti.
The Minister noted that when developing the rules, the interests of passengers, including socially vulnerable categories of citizens, will be taken into account. According to him, the practice of overbooking is perceived positively abroad, as passengers receive additional compensation options.
Nikitin added that in order to establish a stable practice, they plan to use overbooking only in destinations with a high frequency of flights, where it is possible to quickly offer passengers an alternative flight.
Nikitin announced on August 30 that the Ministry of Transport was developing legislative amendments that could consolidate the possibility of using overbooking on flights. It was noted that overbooking was originally created to make more efficient use of seats on flights, since some passengers do not board due to changes in plans or other circumstances. Nikitin explained that if there are empty seats after passengers fail to arrive, overbooking offers the opportunity to fly to those who need to travel in the near future.
