The Russian manufacturing industry is showing steady growth despite external challenges: the volume of investments in the sector has more than doubled compared to 2021. At a meeting in the Kremlin on August 26, Vladimir Putin and Minister of Industry and Trade Anton Alikhanov discussed strategic development projects, from the creation of a domestic train for a high—speed railway to the expansion of the national procurement regime.

What was discussed at the meeting

One of the most important topics of the meeting is the fate of the high—speed railway (HSR) project between Moscow and St. Petersburg, which will take only 2 hours and 15 minutes to travel. The President was interested in the timing and schedule of work: according to Alikhanov, the assembly of trains at the Ural Locomotives plant in Verkhnyaya Pyshma is proceeding strictly according to plan, and over 150 Russian manufacturers are working on the most important components. The trains will be handed over for testing and certification as early as 2027, and serial deliveries will begin in 2028, the minister said.

The economic indicators of the industry also show strong dynamics. Over the past five years, processing has added almost a quarter, and the investment flow has reached 7.3 trillion rubles against 3 trillion rubles in 2021. The commissioning of new facilities increased by 80%, the average salary in the field increased by 14% in real terms and amounted to almost 100 thousand rubles. However, in some sectors, the Ministry of Industry and Trade records a decline in demand and excess production space. To solve this problem and increase capacity, Alikhanov proposed extending the national regime (procurement of Russian products by government agencies and budget institutions, rather than imported ones) not only to final physical goods, but also to any work and services.

In the field of high technology, Russia has made a tremendous leap: domestic enterprises have mastered the production of riveting machines for assembling aircraft fuselages — only three countries in the world previously possessed technology of such complexity. In addition, all five types of industrial robotics are localized in the Russian Federation, including autonomous robots for "dark industries" that operate completely without human intervention.

On the same day, Vladimir Putin phoned with Syrian President Ahmed Sharaa. The Head of the Russian Federation confirmed his support for the sovereignty and territorial integrity of the republic, as well as its post-conflict reconstruction. The parties separately stressed the importance of the memorandum signed on August 9 on the reorganization of the Khmeimim airbase and the naval logistics center in Tartus.
