The State Duma called on the regions to actively ban the sale of vapes

Regions should make more active use of the right to ban the retail sale of vapes and their liquids, as well as other electronic nicotine delivery systems. This was announced on August 9 by Chairman of the State Duma Vyacheslav Volodin.

"Given that the topic is important, people have asked to protect children and restore order in this area, it would be right for the subjects of the Russian Federation, where decisions have not yet been reached, to familiarize themselves with the experience of regions where such norms have already been adopted," he wrote in his Telegram channel.

Volodin recalled that earlier in Russia they banned the sale of vapes to minors, their advertising, open display and demonstration, as well as fines of up to 2 million rubles, criminal liability for repeated violations and the extrajudicial blocking of sites selling such products.

According to him, despite these measures, from July 2025 to July 2026, the number of shops with vapes in cities with millions decreased by only 10%. In this regard, in June, the regions were granted the right to independently prohibit the retail sale of such products.

The Chairman of the State Duma noted that the relevant laws have so far been adopted only by the Perm Territory, Nizhny Novgorod, Penza and Saratov regions, as well as the Republic of North Ossetia —Alania. He called on the other subjects of the Russian Federation to use the powers granted.

On June 26, Russian President Vladimir Putin signed a law that gives regions the right to ban the retail sale of vapes on their territory from March 1, 2027 to March 1, 2032. According to the document, wholesale purchase, storage and supply of tobacco, nicotine-containing products and raw materials, as well as retail and delivery trade are subject to licensing.
