The State Duma told about the compensation of contributions for pensioners for major repairs

Russian pensioners can offset contributions for major repairs and receive targeted subsidies for housing and utilities. This was announced on August 8 by State Duma Deputy Nikita Chaplin.

According to him, unemployed homeowners who live alone receive compensation of 50% of the minimum repair fee when they reach the age of 70. After 80 years, the payout increases to 100%.

"An important caveat: compensation is calculated based on the standard area of housing, not the actual one. If the area of your apartment exceeds the regional standard, the excess is paid without compensation. This measure is valid throughout the country and is applied automatically based on the data that the Social Fund transmits to the social protection authorities," Chaplin said in an interview with Gazeta.Ru».

The second support mechanism is a targeted subsidy, which is provided based on need. The right to it arises if the share of expenses for housing and communal services (housing and communal services) exceeds the threshold set in the region. At the federal level, it makes up 22% of the total family income, but the subjects of the Russian Federation can set lower values. So, in Moscow the threshold is 10%, in St. Petersburg - 14%.

The parliamentarian clarified that the calculation takes into account the incomes of all family members registered in the premises over the past six months. If the average per capita income is below the subsistence level, a coefficient increasing the subsidy is applied. Since January 1, 2026, the pensioner's living wage has been increased, which may lead to an increase in payments for low-income citizens.

"Since 2026, the registration procedure has been simplified — most of the certificates are requested by the social protection authorities independently through the system of interdepartmental interaction. All that is required from the applicant is an application and a minimum set of documents," Chaplin explained.

There are no separate federal benefits for people of pre-retirement age, but they can qualify for a subsidy on a general basis. In some regions, additional measures are in place: for example, in the capital, pre-retirees with the title of labor veteran receive a 50 percent discount on housing and communal services.

"Starting from January 1, 2026, the bank commission for housing and communal services for pensioners and privileged categories has been abolished. This is a direct saving: the bank does not charge a commission for non-cash payments. Also, from March 1, the deadline for payment of utilities has been postponed from the 10th to the 15th of the month following the settlement, which gives pensioners more time to make payments," the deputy added.

You can make payments through the Gosuslugi portal, the IFC, or the social protection authorities. The key condition remains the absence of debt on housing and communal services confirmed by a court decision over the past three years. If there are valid reasons, they should not refuse to provide support.

Pensioners who completed their work in August will receive a pension from September, taking into account all indexations.

Tatiana Golubeva, a senior lecturer at the Department of Business, Labor and Corporate Law at the Presidential Academy, announced on the same day that Russian pensioners who reached the age of 80 in August, as well as citizens with newly identified disability group I and those who support disabled dependents, will receive an increase in pension payments from September. It was noted that the amount of the allowance varies depending on age, disability status and the number of dependents.
