Sobyanin called Moscow the largest donor of the federal budget

Moscow produces more than 20% of Russia's gross national product (GNP) and is the country's largest budget donor. This was announced on August 5 by the mayor of the capital, Sergei Sobyanin, in an interview with TASS CEO Andrei Kondrashov.

"Moscow produces more than 20% of the country's gross national product. There is more productivity, more concentration of resources, more high technologies and services, and, in accordance with this proportion, budget flows are formed, with the majority — 60% of tax payments to extra—budgetary funds — going to the federal budget," Sobyanin said.

He noted that in recent years, the volume of payments to the federal budget from Moscow has increased nine times, while to the Moscow budget — about five times. Revenues from the capital's enterprises, organizations, and citizens largely ensure the stability of the federal budget, transfers to subsidized regions, and the implementation of national projects.

Sobyanin stressed that Moscow, through the federal budget system and transfers, supports other regions that need help, and called this a natural redistribution of income within a single country. He also noted that he considers the question "who feeds whom" to be incorrect.

On July 13, Sobyanin proposed to postpone the repayment dates of budget loans by the regions in 2027-2029. He noted that earlier the government used budget loans to support the regions so that the regions could consistently build budget policy. According to him, this made it possible to carry out national and investment projects, as well as develop industry and the economy.
