Peskov stated the need for sovereign information technologies for Russia

Russia should have its own information technologies and tools to create meanings that are in demand by society. This was announced on July 27 by Kremlin spokesman Dmitry Peskov at the Territory of Meanings forum in Solnechnogorsk.

"What can and should be sovereign? Information technologies should be sovereign, we should have all the tools that allow us to produce meanings," he said.

According to Peskov, Russia needs not only to create information on its own, but also to ensure its delivery to the audience. The content produced must be in demand, trustworthy, and not rejected by society.

The Kremlin representative also called for the creation of unique information products that will allow the Russian Federation to compete in the global market. He noted that the success of such projects does not always depend on the amount of funding.

"We have to go the other way here and "shoot" their uniqueness (of information products. — Ed.), add some unique elements," Peskov stressed.

He added that even low-cost startups can gain global distribution due to efficiency, talented implementation and demand.

Peskov also said that the freedom of information proclaimed in the West is preserved only as long as the distributed content meets the interests of digital platform owners.

"As soon as it comes into a clinch with the interests of the owners or with the interests of the government of these owners, sovereignty ends," said the press secretary of the President of Russia.

According to him, in such cases, site owners restrict the dissemination of information and use algorithms that reduce the visibility of objectionable materials.

The main reason is the high risk to data security and confidentiality.

Maxim Oreshkin, Deputy Head of the Russian Presidential Administration, said on July 18 that technological sovereignty allows the country to protect citizens' data, manage critical infrastructure and choose partners without external dictates, without implying self-isolation.

According to him, genuine open cooperation can only exist between independent parties with equal rights. The Russian side is ready to share practical solutions in the field of AI, including the development of its own large language models, cloud-based digital platforms and application solutions.
