Likhachev spoke about Rosatom's plans to start construction of nuclear power plants in Kazakhstan in 2027.

The Rosatom State Corporation team plans to begin active construction of a nuclear power plant (NPP) in Kazakhstan in 2027, after which the country will gain its capacity. Alexey Likhachev, the head of Rosatom, informed Izvestia about this on July 25.

"We plan to actively expand the construction site next year, moving as quickly as possible to the first concrete. In the mid-2030s, Kazakhstan will acquire nuclear power and the plant will be operational," Likhachev said.

The head of Rosatom noted that the project would be beneficial not only for Kazakhstan, but also for the Russian Federation, since the state is a member of the Eurasian Economic Union (EAEU) and has a stable energy system.

"At the same time, we will localize the competencies as much as possible. We already have experience in involving Kazakhstani specialists and Kazakhstani companies in the implementation of our projects from different countries. In this sense, this union is both out of love and not without benefit," Likhachev added.

He noted that Rosatom would do everything to demonstrate its "customer orientation and customer-centricity." Thus, the Russian Federation will be fully prepared to meet the request of the Government of Kazakhstan and the Kazakh nuclear industry, but with additional great synergy for themselves.

Russian President Vladimir Putin noted on May 29 that Russia, financing the construction of the first nuclear power plant (NPP) in Kazakhstan, does not donate this money — it will be returned with interest, this project is beneficial to both sides. The Head of State called the financing mechanism for the construction of nuclear power plants in Kazakhstan a standard international practice.

On May 27, Likhachev reported that the Russian corporation plans to start laying the first concrete for the construction of the Balkhash NPP in Kazakhstan as soon as possible. In order for the project to work from the 2030s, the NPP facilities will be commissioned in stages, with an interval of 8-10 months between the first and second units, so that by the middle of the 2030s the facility would have already been commissioned.
