The Kremlin pointed to the lack of progress in bilateral relations between Russia and the United States.

Russia has not yet made any progress in developing bilateral relations with its American partners. Kremlin spokesman Dmitry Peskov told Izvestia on July 25.

"Americans, there is no progress on the bilateral level, in terms of bilateral relations. They are still indexed to the Ukrainian settlement. There is nothing else yet," he told Izvestia correspondent Igor Baldin.
