On July 17, the Federation Council approved a law laying the legal foundation for the development, implementation and application of large fundamental models of artificial intelligence (AI) in Russia.
The law regulates the development and application of large fundamental AI models, provides for the creation of sovereign and national models, and establishes government support and developer responsibilities. Since the law is a framework law, substantive regulation will be provided by the government through by-laws.
Chairman of the Federation Council Valentina Matvienko noted that it is important not to limit, but to create conditions for the development of AI.
"We still need to try to deceive artificial intelligence, I mean in a good way, and create conditions for its development ahead of time... On the contrary, create conditions and keep this balance," Matvienko said during the meeting.
The law provides that developers of sovereign and national AI models will have access to government data for training, as well as financial, property, warranty and information support. The procedure for accessing the data will be determined by the Government in consultation with the security authority. Following the meeting, the Federation Council approved the law.
On July 7, the State Duma approved in the first reading the government's draft basic law on supporting the development of AI technologies. The measures are aimed at ensuring state technological independence, the security of individuals, society and the state, as well as improving the efficiency of public administration.
