The Federation Council has approved a large-scale bill on the modernization and digitalization of Russian Post, which provides for the launch of free electronic mailboxes for citizens and the expansion of the range of services provided. The official discussion of the new reform of the national postal operator took place at a meeting of the Chamber on July 17, which was broadcast on the Federation Council website.

The proposed development concept is based on the current needs of the population and includes three key areas, the first of which will be the large-scale introduction of digital services. Citizens and business representatives will have the opportunity to use official electronic mailboxes for free to promptly receive legally significant notifications from banks, state-owned companies and government departments. This also includes the transfer of utility receipts to an electronic format on the Gosuslug portal, while the usual paper document flow will be fully preserved for everyone.

The second area of the reform will expand the list of available services in post offices, making them full-fledged access points to the services of the IFC and the Unified Portal of Public Services, which is especially critical for residents of remote settlements.

The third set of changes is aimed at creating a more flexible government regulatory framework, which will allow the national operator to successfully compete with private commercial companies in modern realities.

The developers of the initiative noted that the package of measures will be supplemented in the future, and new point adjustments are planned to be presented during the autumn or spring parliamentary sessions.

At the plenary session on July 9, the State Duma approved in the second and third, final readings the law on the support of the Russian Post. It provides for the creation of an electronic postal system, the abolition of bank fees when accepting utility payments, and also establishes new rules for the use of subscriber mail cabinets.
