Montenegro plans to introduce a visa regime for citizens of Russia and Belarus from October 1, 2026. This was reported on July 16 by the local newspaper Dan, citing government sources.

According to the portal's interlocutors, the country's authorities are preparing to synchronize national visa rules with the requirements of the European Union. First of all, the changes will affect Russia and Belarus, followed by Turkey, China, the United Arab Emirates, Qatar and Bahrain. Full harmonization should be completed by the end of 2027, when Montenegro plans to join the European Union.

It is expected that a decision on the introduction of visas for Russians and Belarusians may be made in the near future. The authorities intend to involve VFS Global to receive applications. At the same time, Russian tourists accounted for 16.4% of the foreign tourist flow to the country in 2025.
