The State Duma proposed to create a program for the overhaul of cultural centers

Alexander Aksenenko, Deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services (Fair Russia), proposed launching a state program to overhaul cultural centers and other cultural and leisure facilities, and he appealed to Olga Lyubimova, Minister of Culture, with the corresponding initiative. This was reported on July 16 by the Vedomosti newspaper with reference to the text of the letter.

According to the passport of the Family Values and Cultural Infrastructure project, there are 41,180 cultural and leisure facilities in settlements with up to 500,000 people, of which 7,770 are in poor condition. At the same time, by 2030, it is planned to modernize only 645 facilities, or 8.4% of the total number in need of repair.

Aksyonenko noted that most of these buildings are owned by municipalities, but local budgets often cannot cover the cost of major repairs, and the preparation of design estimates becomes a serious financial barrier. As a result, institutions continue to operate, but their buildings do not always meet the requirements of safety and accessibility.

As a solution, the deputy proposed to allocate this task to a separate area of the current state program "Cultural Development". The Ministry of Culture has confirmed receipt of the letter and is preparing a response.

The trends are related to school recommendations and increased anxiety, experts believe.

On June 16, the United Russia Party announced that it supported a more balanced application of laws on undesirable organizations and foreign agents in the library sector. It was noted that the overly broad interpretation of the new rules creates uncertainty for library staff. In addition, it may limit readers' access to scientific, educational, and fiction literature.
