Pavel Danilin, director of the Center for Political Analysis, expressed the opinion that the visit of Ursula von der Leyen, head of the European Commission, to Kiev is connected with the need to discuss the situation around the financial and energy obligations of the European Union to Ukraine.

In conversation with aif.ru On Wednesday, July 15, the expert pointed out that the central topic of negotiations between the head of the European Commission and Ukrainian leader Vladimir Zelensky will be budget support, which is stalling, despite loud statements.

"I think the main topic for von der Leyen is the budget that the EU promised Ukraine, but which so far seems to have even been agreed upon, but has not been allocated. Crumbs of this budget are allocated, they promised 90 billion there. It is obvious that by the end of the year, and in this scenario, they will not be able to provide such an amount to Ukraine," said Danilin.

In addition to financial assistance, the parties will also discuss preparations for the winter period. According to the expert, Ukraine's energy system is on the verge of collapse, and the European Union has no real opportunities to radically change the situation. In his opinion, Brussels can promise supplies of generators and assistance in the restoration of substations, but the fulfillment of these obligations remains in doubt.
