The State Duma recalled mortgage holidays for families with children from September 1.

New rules will come into force in Russia on September 1, 2026, providing for the possibility of obtaining mortgage holidays for families after the birth of their second and next children under the age of one and a half years. This was announced on July 15 by Igor Igoshin, first deputy chairman of the State Duma Committee for the Protection of Competition.

"From September 1, if a second or subsequent child is born or adopted in the family, the borrower has the right to apply to the bank with a request for a grace period for mortgage payments, regardless of whether his income has decreased or not," he said in an interview with TASS.

According to Igoshin, mortgage holidays can last up to 18 months. During the first six months, the borrower is completely exempt from making payments, and in the subsequent period — from the seventh to the eighteenth month — accrued interest is transferred and payable after the grace period ends. The new rules will also apply to mortgage loans issued before September 1, 2026.

He clarified that on September 1, a law begins to take effect prohibiting the establishment of a probation period for women raising children under three years of age. Such employees will receive the status of full-time employees from the moment they start working, and dismissal due to "failed tests" will be considered a violation of the law.

In addition, participants in a special military operation who have returned to work after their service will receive preferential treatment when staff is reduced compared to other employees with the same level of qualifications.

On July 15, Sergei Mironov, chairman of the Fair Russia party, announced that in Russia families with children should receive government payments in the amount of 500,000 to 700,000 rubles to repay mortgage loans, depending on the order of birth of children. According to the deputy, for large families, a separate payment for the purchase or construction of housing in the amount of 1.8 million rubles should be provided.
