Starting in 2027, Russian higher education institutions are planning to introduce an educational course on "Russian as the state language." This was announced on July 10 by Konstantin Mogilevsky, Deputy Minister of Science and Higher Education of Russia.
According to the deputy minister, the draft module will be sent to universities in early 2027 to receive feedback. If the initiative receives the support of the academic community, the course will be integrated into the curricula from the 2027/28 academic year. The implementation will begin with the participants of the pilot project, after which the discipline will become mandatory for all Russian universities.
"Naturally, we are not talking about repeating the school course. "Russian as the state language" involves the study of social and legal aspects of language use. And, of course, one way or another, this module will be aimed at strengthening the literacy of our students, both Russian and foreign," Mogilevsky explained on the sidelines of a meeting of the Board of the Kyrgyz—Russian Slavic University in Bishkek. His words are quoted by the RIA Novosti news agency.
The draft of the training module was prepared by St. Petersburg State University. According to Mogilevsky, the program will focus on the applied aspects of language use in the official and public spheres.
Elena Yampolskaya, Adviser to the President of the Russian Federation, said yesterday that the course "Russian as the state language", which is being developed for universities on behalf of Russian President Vladimir Putin, does not affect the sphere of personal communication. She explained that the program is designed to help students clearly understand the rules of using language in an official environment, while it does not contain any rules governing domestic or private communication between citizens.
On June 2, Putin called for meaningful and purposeful work to support the Russian language, stressing that "nothing builds by itself." According to him, the priorities in the development of the Russian language should be determined by specialists who have devoted their entire lives to studying it.
