The expert spoke about the impact of the AI law on Russian business

The new law on artificial intelligence (AI) in Russia will be aimed not only at regulating technology, but also at supporting the development of domestic AI models. AI expert Sergey Kobelev told Izvestia about this on July 8.

According to the expert, one of the key provisions of the bill will be the introduction of the concepts of sovereign and national large fundamental models. In the future, the government will be able to identify areas where only such solutions will be used, including in the public sector, financial sector and critical infrastructure.

"Companies that are already building their solutions on foreign models should closely monitor the development of regulation and evaluate in advance the possibility of switching to domestic analogues if their activities fall under the relevant requirements," Kobelev said.

The expert also drew attention to the norms governing the training of AI models. The draft law defines the conditions for the use of data from open sources and copyrighted objects for the formation of training samples, which should reduce legal uncertainty for developers.

Another innovation will be the ability to label audio and video materials created using artificial intelligence. According to Kobelev, this will increase the transparency of digital content and strengthen user confidence in technology.

At the same time, the new requirements will primarily apply to large models with a volume of at least 1 billion parameters. More compact solutions, which are used by businesses for application tasks, will largely be unaffected by regulation.

Kobelev clarified that the bill has now been adopted in the first reading, so certain provisions may be clarified upon further consideration. According to the expert, Russia is forming its own model of AI regulation, focused on the development of domestic technologies and their introduction into the economy.

On the same day, State Duma deputies at the plenary session adopted in the second and third readings a government bill to support the development of artificial intelligence technologies. In an explanatory note, the parliamentarians pointed out that the document is aimed at creating legal conditions for the accelerated development and implementation of large fundamental AI models in the Russian Federation.
