The State Duma expanded the use of cameras for recording violations
The State Duma (DG) adopted amendments in the second and third readings that expand the possibility of using photo and video recording systems for violations. With the help of cameras, violations of the rules in the field of ensuring the safety of navigation on water bodies will be recorded. The document was posted on the website of the lower house of Parliament on July 7.
Amendments have been made to the Code of Inland Waterway Transport of the Russian Federation and to the law "On Ensuring the Uniformity of Measurements". According to the document, stationary and mobile cameras "should ensure monitoring of compliance with the rules on inland waterway transport and record in their field of view all violations of the rules for which they are intended, without any human influence on them."
The decision on their application, as well as the location and route of the vessel on which the mobile complexes are located, is made by the executive body of the subject of the Russian Federation, within whose borders the inland waterways are located.
"The executive body of a constituent entity of the Russian Federation transmits to the authorized body information on the locations of stationary fixation devices, indicating the geographical coordinates of the installation sites and sections of inland waterways controlled by stationary fixation devices, indicating the types of violations recorded in inland waterway transport," the document says.
However, such information must be publicly available. It should be posted on the official website of the authorized body and on the Internet, follows from the adopted amendments.
On June 16, Deputy Head of the Main Directorate for Road Safety of the Ministry of Internal Affairs of Russia, Major General of Police Oleg Ponarin noted that in the future all cars of the highway patrol service will be equipped with photo and video recording devices that recognize license plates.
