- In Russia, starting from July 7, the procedure for registration of pensions is changing. What you need to know
In Russia, an order from the Ministry of Labor came into force on July 7, updating the list of documents required for registration of insurance, funded and state pensions. It replaces the rules that have been in effect since 2021. Read more about the innovations in the Izvestia article.
In Russia, the procedure for registration of pensions has been changing since July 7.
On June 30, the Russian Ministry of Labor approved Order No. 77n, which changes the list of documents for the appointment of an insurance pension, a fixed payment to it (including an increase), a funded pension and a pension for state pension provision, as well as the procedure for processing payments.
The new rules apply to all types of pension provision, with the exception of superannuation pensions for federal government civil servants. Also, the changes did not affect the lump sum payment of pension savings.
The main innovation was the automation of the process. Now the Social Fund of the Russian Federation will independently request information about seniority and earnings through a Single digital platform. A pensioner's participation will be required only if the necessary information is not available in government databases.
What documents are needed to apply for a pension in 2026
To apply for a pension, you will need to provide SNILS, as well as documents confirming your identity, age, place of residence and citizenship. It is also necessary to apply for a pension if it is not issued automatically. Foreign citizens and stateless persons additionally need to confirm their permanent residence in Russia.
If a representative submits an application, he must attach documents confirming his authority, as well as an identity card and information about his place of residence. In the case of registration by proxy, the power of attorney itself, drawn up in accordance with Article 185 of the Civil Code of the Russian Federation, and the passport of the representative are required.
In order to receive an old-age insurance pension, it is necessary to confirm the periods of work and other activities included in the insurance record, as well as provide information about pension points. Additionally, you may need documents about working in the Far North, having dependents, refusing to receive a pension, and others.
Step-by-step instructions for pension registration
In order to avoid delays in obtaining a pension, it is recommended to check all necessary documents in advance.
— Order an extract from an individual personal account on the Gosuslugi portal. If the document does not contain any data, you should contact the employer with a request to provide the specified information to the Social Fund.;
— Check the workbook, where the entries should be legible, without errors and blots, and all corrections should be signed and stamped. If inaccuracies or omissions are found, it is better to request supporting documents in advance — archival certificates, employment contracts or extracts from orders.;
— It is recommended to clarify your retirement age, since during the transition period it may vary depending on the category of citizens.
— Special attention should be paid to confirming the length of service before 2002, data for this period are often missing from electronic databases or are incomplete.
How to get a disability and survivor's pension in 2026
To apply for a disability pension, you will need medical documents confirming your state of health, as well as information about your work before the onset of disability.
When assigning a survivor's pension to a child, it is necessary to provide a death certificate of the breadwinner, documents on his work experience, proof of kinship, information on pension points and information on the age of the deceased.
To receive a state disability pension, conscripted military personnel (soldiers, sailors, sergeants and petty officers) will need documents on their service life and proof of disability.
At the same time, the Social Fund now requests some of the information independently through government systems and interdepartmental exchange, including data on seniority, disability, periods of work and earnings. The citizen only needs to provide the missing documents.
The procedure for assigning social pensions to children born within 300 days of their father's death has also changed. In this case, a birth certificate of the child will be required, and if available, a marriage certificate of the parents. In addition, paternity must be established by the court and the man's intention to have children during his lifetime must be confirmed. You can apply for a pension through the Gosuslugi portal, at a branch of the Social Fund or at the MFC.
What to check in advance so as not to lose money
The most useful thing to do before applying for a pension is to pre—order an extract from an individual personal account through Gosuslugi or the personal account of the SFR. This document contains information about the length of service and the number of pension points.
If there are no separate work periods in the statement or errors are found, it is better to find out a few months before retirement, rather than at the time of its appointment. Based on these data, you can roughly estimate the future amount of payments. In 2026, at least 15 years of service and 30 pension points are required to receive an insurance pension. The cost of one coefficient is 156.76 rubles, the fixed payment is 9 584.69 rubles.
For example, with 32 points, the estimated pension amount will be about 14,600 rubles per month (32 × 156.76 + 9 584.69). This is an approximate calculation: the total amount is determined by the Social Fund, taking into account all additional payments and individual conditions. If the statement shows that the length of service or points is not enough, there is still time to correct the situation — to confirm the unaccounted periods or clarify the data before submitting the application.
Experts advise not to postpone checking your personal account, as correcting errors may take longer than completing the pension itself. It should be borne in mind that the figures for 2026 may change due to annual indexing. The exact list of documents depends on the type of pension and the specific situation, so if necessary, you should check with Order No. 77n and clarify the details in the Social Fund.
