Starting in 2026, parents with many children can enjoy tax and other state benefits until the child reaches the age of 23, subject to full-time education, whereas previously these benefits ceased after the age of majority. This was announced on July 6 by State Duma Deputy Dmitry Svishchev.

"The state annually expands measures to support large families. In 2026, we took an important step: tax benefits and a number of other areas are now valid until the age of 23 if the child studies full-time. This is a very correct decision, but many families simply do not know about it, as they believe that support ends at the age of 18 and stop checking their rights. But we are talking about very specific money: tax deductions, compensation for housing and communal services, the ability to write off part of the mortgage," he said in an interview with RIA Novosti.

According to Svishchev, according to federal law, a family with three or more children is considered to have many children, while this status is established without a time limit.

He stressed that one of the key measures to support large families is the payment of up to 450 thousand rubles to repay the mortgage, which is provided at the birth of a third or subsequent child in the period from January 1, 2019 to December 31, 2030, while funds are directly sent to the bank to reduce loan debt.

"Since 2026, a new measure has been introduced — the family tax payment. Working parents with two or more children can return part of the paid personal income tax. The tax is recalculated as if the rate were 6% instead of 13%, and the difference is returned to the family. Applications are accepted from June 1 to October 1, 2026 for income in 2025," the parliamentarian said.

Svishchev also clarified that for large families, the tax base for land tax is reduced by the cadastral value of a plot of up to 600 square meters. m, owned, permanently used or permanently inherited. In addition, the property tax provides an additional deduction for each minor child: 5 sq. m. m for an apartment and 7 sq. m . m for an apartment building.

Vladislav Grib, Vice-President of the Federal Chamber of Lawyers of the Russian Federation, Deputy Secretary of the Public Chamber of Russia, said on July 5 that the duration of annual paid leave for parents should be increased to 35 days, and for those with many children to 42 days. It was noted that currently, according to the Russian Labor Code, the standard paid leave is 28 calendar days. A minimum of three days is added for an irregular working day, and seven days for harmful or dangerous working conditions.
