At the XV Congress, Fair Russia decided on the leaders of the federal list for the State Duma elections. It included party leader Sergei Mironov, Deputy Speaker of the State Duma Alexander Babakov, MP Marina Kim and SVO member Oleg Chernyshev. In total, the SR approved 487 candidates, and also adopted an election program. Among the most high—profile measures are the introduction of the 13th pension and the 13th salary, the abolition of the Unified State Exam and the nationalization of housing and communal services. Experts agree that the Social Revolutionaries will be able to get into the Duma with minimal results, but they do not rule out that this time the party may not get into parliament at all.

Who was included in the lists of candidates from the SR to the State Duma

The second part of the XV Congress of "Fair Russia" took place in Moscow. The program focuses on the social agenda. The party proposes to return the retirement age to the previous values — 55 years for women and 60 for men, to pay pensioners a 13th pension, and to pay employees a 13th salary. Other initiatives include state regulation of food prices, new measures to support families with children, higher salaries for teachers and doctors, the abolition of the Unified State Exam, tougher migration policy, the nationalization of housing and communal services and a reduction in the tax burden on businesses.
One of the most interesting initiatives is to apply the three—pronged principle to migrants: I came, I worked, I said goodbye. Another measure directly concerns pensioners, as the Social Revolutionaries place an important stake on them in the elections.

"Our party proposes to introduce a pension consumer basket as a separate indicator and use it to calculate pension inflation, which should be taken into account when indexing pensions," Mironov said.

The first point of the program concerns the extension of benefits by the participant of the SVO. So, the Social Revolutionaries advocate for free rehabilitation for them in any institutions and the transfer of free land plots to them. Such measures once again prove that the left-wing socialist agenda remains the key electoral foundation of the party, Ruslan Andreev, project manager of the Polylog Group, a political consultant, said in a conversation with Izvestia.

The demand for justice remains one of the most in demand in Russian society, and the Social Revolutionaries are trying to meet it, which allows them to maintain a stable electorate around the party, the expert explained. However, it is obvious that most of the measures put forward are populist in nature. During the current convocation of the State Duma, the Socialist Revolutionaries have repeatedly initiated similar bills, which have been repeatedly rejected due to the lack of necessary funds in the budget.

The congress delegates also approved the federal list of candidates for the State Duma. It was headed by party leader Sergei Mironov, Deputy Speaker of the State Duma Alexander Babakov, deputy Marina Kim and special operation participant Oleg Chernyshev. According to Ruslan Andreev, the list looks balanced. He paid special attention to Marina Kim, who is becoming the main female face of the party.

— Today, the women's agenda is gaining special importance: It is associated with family values, care, protection and social stability," the expert said. In times of public anxiety, this image may be in demand by voters.

The federal list also includes 259 candidates in 37 regional groups. Another 224 people will go to the polls in single-mandate constituencies. The two Moscow groups are headed by Sergey Kabyshev, Chairman of the State Duma Committee on Science and Higher Education, and Mikhail Delyagin, Deputy Chairman of the State Duma Committee on Economic Policy. The former First Deputy Prime Minister of Ukraine, who served as Prime Minister of the country in 2014, Sergey Arbuzov, was nominated from Novorossiya, Crimea and Sevastopol. In total, the CP approved 487 candidates.

Will the Social Revolutionaries be able to be re-elected to the State Duma

For A Just Russia, the current campaign will be one of the most important in recent years. The party is among the parliamentary ones, but in recent electoral cycles its rating has remained noticeably lower than that of United Russia, the Communist Party of the Russian Federation and the Liberal Democratic Party. According to the latest FOM poll, it ranks last among the State Duma parties, gaining only 3% of the vote. In recent years, the Social Revolutionaries have been able to bypass the "New People", who are now supported by 7% of voters. Thus, the main task of the SR in the current campaign is to confidently overcome the 5% barrier and maintain representation in parliament.

The party's ratings began to decline rapidly immediately after the 2021 elections, when it gained more than 7% of the vote. Then the CP plunged into a prolonged stagnation, which was accompanied by a lack of growth, Dmitry Orlov, General director of the Agency for Political and Economic Communications (APEC), explained to Izvestia. During the same period, the party faced high competition in the struggle for a moderately protesting urban voter and eventually lost fourth place to the "New People".

Since the end of 2025, realizing the crisis moment, the party has begun preparations for the election campaign to change the situation. Thanks to a more intense presence in social networks and the media, as well as regular public appearances by Sergei Mironov, ratings began to recover, Ruslan Andreev believes. The strong point of the political force remains the emphasis on the social agenda, which keeps its nuclear electorate. She was supported by well-known figures and supported in a number of regions where they were firmly entrenched, Dmitry Orlov notes.

According to APEC's forecast, the SR may gain 4-6% of the vote and take the last place in terms of the size of the faction in the State Duma. APEC estimates the probability of the party's passage to the Duma at 65%. "Fair Russia" is really strong in a number of single—mandate constituencies, Ruslan Andreev agrees, and therefore, most likely, it will pass in the State Duma with a minimum margin of 5-6%. Theoretically, it could fail by getting 4.7–4.9% of the vote, as it once did with the Union of Right Forces, but such an outcome is less likely.
