Raising the age of youth to 39 will lead to an increase in the burden on the budgets of the constituent entities of the Russian Federation in terms of co-financing housing programs from the federal budget, as evidenced by the response of Olga Batalina, First Deputy Minister of Labor and Social Protection of Russia, to a parliamentary inquiry, which was reviewed by RIA Novosti on July 3.

"The proposed expansion of the age range of persons eligible to participate in the event by including citizens aged 36-39 will objectively entail a significant increase in the volume of expenditure obligations of the subjects of the Russian Federation, for which subsidies from the federal budget are provided under the state program," the document says.

The Ministry noted that when determining the categories of citizens to participate in state programs to improve housing conditions, it is necessary to take into account the economic component of specific age periods. Citizens aged 36 to 39 have a social status, income level and life priorities that differ significantly from the current audience of the programs.

"The inclusion of citizens aged 36-39 in the target audience, <...> will also lead to a decrease in the targeting of the event," the letter emphasizes.

The Ministry of Labor added that Russians in this age group are already covered by social and labor policy measures. Retraining and employment promotion programs are provided for them, as well as measures to support families with children, including the national projects "Family" and "Personnel".

Vladislav Grib, Vice-President of the Federal Chamber of Lawyers of the Russian Federation, Deputy Secretary of the Civic Chamber of the Russian Federation, said on June 26 on the sidelines of the SPIEF that it is necessary to raise the upper age limit defining youth from 35 to 40 years. It was noted that the category of youth in Russia currently includes citizens from 14 to 35 years old.

On July 1, Chairman of the Federation Council Valentina Matvienko spoke about the age limits of young people, calling the threshold up to 35 years optimal. The politician noted that the topic is debatable, but, in her opinion, it is not necessary to lower the legal age limit.
