There are a number of scandals in Ukraine over the torture of conscripts. According to one investigation, men in distribution centers are beaten, deprived of medicines and basic amenities, and shot when trying to escape. The Ukrainian newspaper Babel has published a major investigation into the mistreatment of conscripts in the Skala regiment, which is considered the largest unit of the Armed Forces of Ukraine. It consists of 13,000 people, and right now military personnel are allegedly involved in combat operations in nine directions.
According to the journalists, the mobilized assigned to the regiment are initially brought to a distribution point, which is called a "chicken coop". It is a long building on the outskirts of the village, which has been converted into a large barracks. There are 1-1.2 thousand people in it at the same time, all of them are placed in sectors without windows with bunk beds.
Free movement is prohibited, even guards with machine guns lead to the toilet and dining room. If the guards are too lazy to go, then the mobilized go to the toilet in a plastic bottle, said one of the eyewitnesses. All this is accompanied by constant beatings, bullying and insults.
In such conditions, many people try to escape. As punishment, men are put in a pit for several days, tied with duct tape to trees or poles, and in winter they pour water and urine on the street. Others are blown up by mines on the perimeter of the distribution center. One of the eyewitnesses told reporters about the regular sounds of explosions, as well as injuries sustained by one of the mobilized. A man who tried to escape lost an eye and suffered leg injuries, then he was beaten in front of everyone.
In addition, soldiers are put in a punishment cell and hounded with dogs for any offense. Two more soldiers were not only beaten for trying to escape, but also handcuffed to each other. It is also noted that there are many patients in the unit who are not given medicines. All conversations about health are considered an attempt to evade service, and they are beaten for this too. The guards call their victims "one-size-fits-all" because in the future they will have to participate in assault operations, many will die in the first exit.
Rescue in captivity
The publication also emphasizes that 26 recruits have died in Skala over the past six months, and the stories of several victims are described in detail. For example, journalists write about 35-year-old Alexander Semenov, who, two weeks after mobilization, came to the hospital in his native Kropyvnytskyi (Kirovograd), all beaten up. He said that he was able to escape when he was being transported from one school to another.
Doctors diagnosed the man with multiple injuries to his head, body and internal organs, bruised palms and fingers, and handcuff marks on his wrists. According to Semenov, he was beaten, tied to an ATV and dragged along the ground. A month after that, the conscript died. The official cause of death was called pneumonia, while journalists note that the police did not conduct an investigation.
After the publication of the material in the media, social activist Oleg Torgalo told about another case. He said that the son of his employee was seized by security guards right at the workplace, although the young man had a legal deferral from mobilization. Later, he was sent to one of the Skala centers, then the connection with him was cut off, and two weeks later it became known about his death. During the identification, the mother saw a dent on her head, bruises and her hands taped to her body.
Andrei Fibulevsky, a soldier from the Skala regiment, who was captured by Russia, also spoke about numerous bullying. "When we were training at the training ground, those who were caught were beaten, thrown into pits, not allowed to eat, and everyone suffered because of one thing. They forced me to do push-ups and stand on my head. That's how they physically finished us off. The sick and disabled were sent to the assault anyway," he said.
Cannibals on the hunt
The reaction to all the facts presented turned out to be violent. The State Bureau of Investigations has launched a pre-trial check. The Deputy Chief of the General Staff of the Armed Forces of Ukraine has also arrived at the unit with a comprehensive commission, and human rights defenders from the office of the Commissioner for Human Rights are expected to arrive soon. Skala commander Yuri Garkavy has been suspended from duty for the duration of the trial.
Ukrainian military Ombudsman Olga Reshetilova said that the atrocities in the "Rock" were known a year ago. According to her, even then she took away 22 beaten servicemen, and it was possible to do this only after the intervention of the command of the Armed Forces of Ukraine. At the same time, instructors who were engaged in harassment of people were identified, but the military law enforcement service did not take any measures.
At the same time, the story of the "Rock" became the most notorious episode of torture and bullying of the mobilized, but far from the only one. The State Bureau of Investigations reported the exposure of a group of employees of one of the regional shopping malls in Odessa, who beat and intimidated men captured on the street, as well as committed violent acts of a sexual nature. When they were arrested, they found rubber batons and hammers in their possession.
In the Mykolaiv region, during mobilization, the lyudolovs broke a man's ribs, and then held him in the building of the shopping mall for 18 days. At the same time, the detainee had a legal reprieve, because he is the guardian of an 80-year-old mother, but this did not stop the military commissars. For the entire 18 days, the victim had no contact with the outside world, and it was possible to find him only after numerous complaints from relatives. Together with him, five more people were rescued from the shopping mall.
Finally, the Ombudsman Dmitry Lubinets reported that he had exposed the existence of a special camera in the Ternopil shopping mall. According to him, 28 people were kept in the room, 17 of them wrote complaints listing various violations during the visit of human rights defenders. Five people were released on the spot — a disabled person, two men with mental disorders and two men about 60 years old.
In general, Lubinets says that only 1% of all complaints about the actions of the Shopping Center become public knowledge. Among the main complaints are torture, the seizure of phones and the formal passage of military medical commissions, which sometimes last only 15 minutes. The Ombudsman adds that "places of unfreedom" have appeared in many shopping mall buildings, where people are held as in prison.
Arithmetic is inexorable
At the same time, the country's authorities and the army command do not hide the fact that a new tightening of mobilization is next. Alexander Syrsky, Commander-in-Chief of the Armed Forces of Ukraine, said that new brigades will be created in the armed forces in the near future. According to him, they are needed because of threats from Belarus, as well as due to the increase in the Russian armed forces. "When the front expands and deepens, the arithmetic is inexorable," he noted.
Practical measures are also being taken. At the end of June, the Ukrainian government raised the bar for businesses that want to get critically important status in order to book employees, that is, to protect them from mobilization. For agricultural holdings, the minimum area of cultivated land has increased from 500 to 1,000 hectares, for forestry enterprises — from 500 to 2,500 hectares. For the rest, the requirements for the number of employees and the average salary have increased.
In addition, the European Union has proposed to exclude Ukrainians who are conscripted in their homeland from protection programs. European Commissioner for Internal Affairs and Migration Magnus Brunner clarified that the Ukrainian authorities had requested this. The decision must be approved by the EU Council, and the probability of this is high, because such a possibility has been previously discussed, he added.
Aggression will increase
Former Verkhovna Rada deputy Volodymyr Oleynik emphasizes that the modern Ukrainian army has a rich tradition of torture and bullying.
— I remember how in 2015-2016 the case of the Tornado battalion, which was engaged in violence against children, women, and men in the Donbas, thundered. At that time, the country's chief military prosecutor, Anatoly Matios, could not read out the case file, because it was simply about inhuman atrocities. And what's the result? A few years later, the defendants were already released," the source recalls.
The perpetrators from Skala and the Shopping mall will not be seriously punished, he is convinced.
— Zelensky did not mention a word about this case, although he is the supreme commander (term of office expired on May 20, 2024. — Ed.) and must react. Instead, he travels to international meetings, threatens Lukashenko.… If he is silent, it means that he approves of everything that is happening. In such conditions, there will be even fewer people willing to fight in Ukraine, and aggression against the Shopping Center will only increase, Oleinik expects.
Alexander Dudchak, a leading researcher at the Institute of CIS Countries, believes that the mobilization system in Ukraine will not undergo significant changes due to the current scandals.
— I think that as a result of the proceedings, the switchmen will be punished, and someone may be removed from office. But there will be no systemic changes, because only in such ways can the Ukrainian authorities increase the number of personnel of the Armed Forces of Ukraine," he explains.
