Only 10% of companies have completely abandoned paper document management
Only in every tenth company, all document management is conducted electronically. This conclusion was reached by the experts of the accounting department for business "My Business" based on the results of a study conducted, which was reviewed by Izvestia on June 24.
The main barrier is infrastructural. A third of entrepreneurs are stopped from switching to electronic document management (EDI) by linking to a computer and a physical token.
73% of entrepreneurs use an electronic document and a digital signature. However, there is no total penetration of the technology yet — only 10% have completely abandoned paper. Two thirds of entrepreneurs (63%) issue certificates of completed works in paper format, 45% — contracts, 43% — personnel documents.
The most common reason for unwillingness to switch to electronic document management completely is the lack of EDI among counterparties — 38% of respondents indicated this. Another third (33%) is stopped by linking the EDI to a physical electronic signature token and an equipped workplace.
The force of habit also prevents deep penetration of technology: in a third of companies (30%), employees do not want to switch to EDI and abandon their usual processes. Distrust of electronic document management also has an impact — a quarter of respondents doubt the legal validity of such documents, and the same number are afraid of failures and data leaks.
"Some employees still consider a paper signature to be more reliable than an electronic one. In practice, the opposite is true: EDI is cryptographically protected and has the same legal force. In order to remove this distrust, companies must explain to the team how the process works and why it can be trusted," said Evgenia Samarova, an accounting expert for business.
The main reason for switching to an electronic signature is the security of its storage, according to 70% of the survey participants. Another 53% are convinced of its greater legal significance.
Yaroslav Ostudin, an investor, expert practitioner in insurance and multi-profile asset management, owner of IC Astro-Volga, told Izvestia on February 28 that the difference between a paper and electronic policy is not in the level of insurance protection, but in the format of fixing the contract and organizing the client path. The electronic policy is initially created as an entry in the information system of the insurance company. The client gets access to the agreement in the form of a file, link, or through his personal account. The key here is not the file itself, but the ability to check the record in the database.
