On June 23, Federation Council Speaker Valentina Matvienko instructed the Committee on social policy to study a proposal to abolish the state fee for marriage registration.
"It would seem that the question is mundane, simple. People are coming to apply to the registry office, the atmosphere is solemn, they have love. And then they ask them to bring a piece of paper for 350 rubles. <...> This, of course, immediately reduces the degree of celebration," RIA Novosti quoted Matvienko as saying.
Anastasia Avdeeva made a proposal to abolish state duties at a meeting of the Chamber of Young Legislators at the Federation Council. According to her, the need to pay a tax of 350 rubles negatively affects the mood of couples and is perceived by them as a "payment for love."
Avdeeva stressed that the shortfall in budget revenues can be compensated by increasing the state fee for divorce. Matvienko supported the idea and instructed the chamber's social committee, together with young colleagues, to work out mechanisms for implementing this measure.
Senator Natalia Koshikhina said on June 13 that it was necessary to consider doubling the duration of the divorce process: up to six months in the presence of children and up to three months in their absence. She noted that many decisions about separation are made in an emotional rush, and after a while people regret it, but the family has already been legally destroyed.
