The Kiev regime's attempts to strike at Russia's civilian infrastructure have only one goal — to create the illusion of "strong positions" in the event of a possible resumption of peace talks. This was stated by Vladimir Putin on June 23 at a meeting with the government. Russia is still ready for dialogue, but strictly on the basis of the Istanbul agreements and taking into account the realities on earth. In the meantime, against the background of external threats, the Cabinet of Ministers and the Ministry of Defense have taken special control over the security and energy supply of the Crimean Peninsula. The Cabinet of Ministers called the situation on the Russian fuel market "difficult, but controlled," and has already developed measures to increase supplies. In particular, a complete ban on the export of diesel fuel is being discussed.

Why is Kiev attacking civilian targets

Vladimir Putin held a meeting with the government having discussed in detail the operational situation in the SVO zone. According to the president, Kiev has moved to attacks on civilian infrastructure due to the deteriorating situation at the front. The shelling of a bus carrying Belarusian children in the Belgorod region and a student dormitory in Starobilsk will not affect the situation on the contact line, where Russian troops are advancing daily.

— Moreover, I think that such attacks, especially attacks on children, of course, only encourage our fighters on the battlefield to carry out the tasks that the country sets for them, because they see and understand who we have to deal with. Nothing else comes to mind than labeling this regime as at least a Nazi one," Vladimir Putin said.

Such actions by Kiev are aimed at creating the appearance of "strong positions" in case of resumption of peace talks, the president noted. According to him, Russia is still ready for a settlement, but strictly on the basis of the Istanbul agreements, the modalities of Anchorage and, most importantly, the realities on earth.

In the face of external threats, special attention was paid to the Crimean Peninsula, its transport and energy infrastructure. Due to the suspension of flights, all logistics fell on land routes: today, 75% of cargo and passengers arrive in Crimea by car, and 25% by rail. To protect these arteries, the government, together with the Ministry of Defense, has strengthened the protection of the Crimean Bridge and alternative communication routes.

Complex logistics and peak summer demand On the part of tourists and farmers, disruptions in the local fuel market were provoked. Since June 21, the peninsula has temporarily restricted the free sale of gasoline at gas stations. As Deputy Prime Minister Alexander Novak reported, the situation is not easy, but it is under the control of the authorities. In order to quickly saturate the domestic market and eliminate the shortage, the government has imposed a complete ban on the export of gasoline and jet fuel, and is also working on a similar embargo on diesel fuel. At the same time, experts believe that there is no need for a strict ban on diesel exports.

— The ban on the export of diesel in the strictest form was introduced earlier in September 2023, and this ban did not last very long, it had to be eased very quickly, because a lot of diesel fuel is produced, and storage facilities are not suitable for such volumes. To a large extent, we now need to solve logistical problems that arise in the southern direction," Alexander Frolov, Deputy Director General of the Institute of National Energy, told Izvestia.

How the university admissions campaign began in Russia

The President and the government also discussed the admission campaign to Russian universities., which started on June 20. This year it is taking place in the context of the restructuring of the higher education system. According to Valery Falkov, Minister of Science and Higher Education, the pilot project to abandon bachelor's and specialist's degrees in favor of a new domestic model has been expanded to 17 universities, where students will begin studying in 581 upgraded programs.

— We plan to complete this smooth transition in the next three years. The model is accepted by both society and the professional community. Our deadline is 2030," the minister said.

The legislators believe that the new model of higher education meets the interests of both applicants and employers. Previously, the student was driven into a narrow specialization framework, but now he has a flexible choice of modules in addition to the basic disciplines.

— Students don't have enough practice today. As a result, let's say a young specialist gets a law degree, goes to work, and realizes that neither the industry nor the specifics are suitable for him. Years have been spent, motivation is lost, and we have to retrain," Anna Skroznikova, a member of the State Duma Committee on Education, told Izvestia.

This year, almost 620.5 thousand budget places have been allocated. Moreover, 73% of them are directed to the regions. The state's priorities are engineers (almost 42.5% of the total), teachers, doctors and farmers. The department has special control over the benefits for its participants and their families.: 53.5 thousand places have been reserved for them, and the children of fallen heroes and widows of veterans have received the right to enroll without exams.

Issuing a diploma is only half the task, so the government is moving to end—to-end career control of a young specialist. As Anton Kotyakov, Minister of Labor and Social Protection, emphasized at the meeting, the youth unemployment rate in the country has fallen from 17% in 2020 to 7.5% today due to employment programs. Of the graduates of 2024, more than 81% found a job in the first year, and their average starting salary almost doubled to 91 thousand rubles (in 2019, this figure was less than 72% and about 46.5 thousand rubles, respectively). The locomotive of personnel provision should be an updated target set for 83,000 places, where all quotas are tied to a specific employer-customer fighting for a student through an open digital competition.

What to expect for graduates of medical schools this year

An important topic of the meeting was the development of human resources in healthcare. In just a few days, 220,000 graduates of medical universities and colleges will receive diplomas. For the first time, these young specialists will start working under a new order — under the guidance of experienced mentors. We are talking about the law that Vladimir Putin signed on November 17, 2025. The document provides for mandatory training for up to three years in institutions of the compulsory medical insurance system. After the adoption of the law, many regional media outlets wrote about students' dissatisfaction with the new rules.

— I emphasize that we are not talking about distribution in the literal sense of the word, as it was back in Soviet times. A graduate chooses a medical institution to start his career. The main thing is that it participates in the program of state guarantees of free medical care," the president explained.

The community called this decision an important step towards young professionals. At the same time, mentors should be selected based on professional and human qualities, and not automatically appointed. It is also important to establish the responsibility of the medical organization for the level of mentoring: a young specialist should receive real training, and not a formal signature in the report, said "Izvestia" surgeon, Doctor of medical Sciences Eric Holiday.

— If mentoring becomes a real tool for professional development, rather than a bureaucratic formality, trust in this model will increase significantly. This is especially important for surgical specialties. A young surgeon cannot become an independent specialist based only on textbooks. The mentor here is a teacher, an assistant, and a senior colleague at the same time. Joint duty, participation in operations, analysis of complex clinical cases, gradual development of surgical interventions under the supervision of an experienced surgeon — this is how real professional skills are formed," he added.

The Russian medical industry was able to overcome the outflow of personnel, which escalated during the pandemic, said Health Minister Mikhail Murashko. The innovation on mentoring was supported by financial incentives: mandatory payments for mentors were fixed in all regions, and co-financing for medical institutions was included in the insurance reserve of the Federal Medical Insurance Fund. The young specialist himself will receive a full-fledged doctor's salary from the first day.
