Russians living abroad will be able to receive qualified electronic signature certificates in 12 countries starting July 1. The relevant resolution was published on June 16 on the website of the official Internet portal of legal information.
"The Government of the Russian Federation decides to conduct an experiment from July 1, 2026 to December 31, 2027 on the possibility of registering Russian citizens in the system of individual (personalized) accounting, obtaining qualified certificates of keys for verifying electronic signatures by Russian citizens outside the Russian Federation and providing them with government and other services," the resolution says.
The program will be expanded to Armenia, Vietnam, India, Indonesia, Kazakhstan, Kyrgyzstan, China, Malaysia, the United Arab Emirates, Serbia, Uzbekistan and Turkey. Certificates will be available at Russian foreign institutions and representative offices of Rossotrudnichestvo.
On June 1, Sheremetyevo and Pulkovo airports launched the boarding of passengers using biometrics on Aeroflot flights. Passengers can go through three stages of identification without a passport: self-check-in and baggage check-in, data control at the security check-in and boarding the plane. This requires verified biometrics in a single biometric system.
