Mishustin approved the rules of the higher education reform project until 2030
The Russian government has approved the rules for conducting a pilot project to change the levels of higher education in 2026-2030. The relevant documents were signed on June 19 by Prime Minister Mikhail Mishustin, according to the website of the Government of the Russian Federation.
The reform provides for a new higher education structure, which has been tested since September 2023. According to the model, basic higher education will last from four to six years, specialized higher education — from one to three years, depending on the field of study, and the professional level will be represented by postgraduate programs.
17 Russian universities will participate in the new stage of the pilot project. Six of them have already been involved in testing the system since 2023: Immanuel Kant Baltic Federal University, Moscow Aviation Institute, NUST MISIS, Moscow Pedagogical State University, St. Petersburg Mining University and Tomsk State University.
As part of the project, educational organizations will have to develop standards for basic and specialized higher education, as well as requirements for postgraduate programs. In addition, the optimal terms of study in various areas of training will be determined.
The pilot project will cover more than 100 specialties, including mathematics and mechanics, computer and information sciences, information security, physics, chemistry, medicine, pharmacy, biological sciences, agronomy, mechanical engineering, transport technology, public and municipal administration, economics, linguistics, advertising and public relations.
On May 27, Valery Falkov, Minister of Science and Higher Education of the Russian Federation, announced that theses may soon disappear due to the development of AI, and higher education institutions will return to the oral exam. According to him, no system can fully prepare a student for the teacher's questions.
