The State Duma proposed making the first 20 minutes of parking free
In paid public parking lots throughout Russia, it was proposed to make the first 20 minutes of parking free. With such an initiative, State Duma deputies from the New People faction appealed to Transport Minister Andrei Nikitin, RIA Novosti reports.
According to the idea, the car can be in the parking lot for free for the first 20 minutes: if the car leaves the place before the expiration of this time, then parking fees and fines for non-payment should not be applied. If the parking continues, then, accordingly, the continued use of the parking space must be paid in accordance with the rules of a particular region or municipality.
As the deputies explained, the rules for paid parking and payment terms vary in regions and municipalities. So, if in some cities the driver is given five minutes to pay or check out, then in others the time is much less. At the same time, drivers receive substantial fines for non-payment of parking, the authors of the idea drew attention to.
They believe that the implementation of the initiative will reduce the number of fines for short-term stops and reduce social tension around paid parking, as well as increase citizens' confidence in parking regulations and at the same time maintain the turnover of parking spaces.
Earlier, on May 29, it was reported that the State Duma proposed to provide for a 15-minute suspension of evacuation to a special parking lot of a vehicle (TS) to allow the car owner to get out of the car or bring documents (from home or office) necessary for management.
