In Russia, it was proposed to ban the sale of vapes to those born after 2009
The all-Russian public movement "Healthy Fatherland" has proposed to introduce in Russia a mechanism for the so-called generational ban on the sale of vapes and other nicotine-containing products. The corresponding appeal was sent by the chairman of the organization Elena Leshchinskaya to the head of the Government of the Russian Federation Mikhail Mishustin. The document was reviewed on June 17 by Izvestia.
According to the initiative, it is proposed to gradually ban the sale of electronic nicotine delivery systems to citizens born after a certain date. As an example, the letter cites January 1, 2009. The restrictions may come into effect on January 1, 2027. According to the author of the initiative, this approach will protect a new generation of Russians from becoming involved in nicotine addiction.
"Such an approach is currently being considered and implemented by a number of countries as an effective long-term measure to reduce the consumption of nicotine-containing products among the younger generation. The main goal of this initiative is not the introduction of one—time restrictions for all categories of citizens, but the formation of a sustainable public policy aimed at gradually reducing the spread of nicotine addiction among future generations," Leshchinskaya said.
The document stressed that the spread of vapes and electronic nicotine delivery systems has a serious negative impact on the health of adolescents and young people. According to the author of the appeal, the early formation of nicotine dependence increases the risk of developing respiratory diseases, cardiovascular system and other chronic diseases.
The document pays special attention to marketing mechanisms for promoting such products. The "Healthy Fatherland" believes that the bright design of the devices, a variety of flavors and flavorings, as well as popularization among young people contribute to the involvement of minors in nicotine consumption.
The author of the initiative also warned about the possible socio-economic consequences of maintaining current trends. According to her estimates, the additional costs of the healthcare system for the treatment of diseases associated with the consumption of nicotine-containing products in the future may reach hundreds of billions of rubles annually.
In this regard, representatives of the movement ask to instruct relevant federal agencies to work out the issue of introducing a generational ban on the sale of vapes and other nicotine-containing products in Russia. The organization believes that such a measure will be an important step in protecting the health of citizens, preventing nicotine addiction among young people, and preserving the country's demographic potential.
The Healthy Fatherland Party expressed its readiness to participate in expert and public discussions on the initiative, as well as in developing additional measures to limit the spread of nicotine-containing products among minors and young people.
On June 9, the State Duma passed a law granting Russian regions the right to ban the retail sale of vapes and their liquids on their territories. The experimental regime will be in effect for five years, from March 1, 2027 to March 1, 2032. In the subjects where measures will not be introduced, the general regulation will remain. Also, starting from October 1, 2026, mandatory licensing of retail and wholesale sales of tobacco and nicotine-containing products will be introduced. Criminal liability will be imposed for trafficking such products on a large or especially large scale without a license. The law was adopted unanimously on the basis of appeals from citizens.
