Unqualified investors in Russia will soon be able to legally buy bitcoin, ether, and popular stablecoins. After almost ten years of discussions and disputes, including the idea of a total ban, the authorities are moving to comprehensive regulation of the cryptocurrency market. This was announced on June 16 by Deputy Finance Minister Ivan Chebeskov.

"For unqualified investors, we have proposed a specific list of cryptocurrencies in which they can invest. The criterion in the draft law is the market capitalization of the digital currency, which should exceed 5 trillion rubles on average over two calendar years. That is, we choose generally accepted cryptocurrencies that are widely used in the world — primarily bitcoin, ether, and stablecoins USDT and USDC," the deputy Finance Minister said in an interview with Expert magazine.

According to Chebeskov, the bill has already passed the first reading in the State Duma. The document is currently being finalized together with the Bank of Russia, the professional community, the crypto industry, other departments and law enforcement agencies. The deputies have sent their amendments, and the Finance Ministry hopes that it will be adopted in the second and third readings this session.

As the deputy head of the Ministry of Finance noted, there were many "forks" in the discussions of the bill. Initially, it was planned to open access only to qualified investors. Chebeskov noted that it was even planned to introduce the concept of "superquals".

In addition, the deputy minister clarified that a limit of 300 thousand rubles per year through one intermediary was proposed for non-shareholders. According to him, this is a significant amount for most citizens, and further improvements will depend on law enforcement practice.

Andrey Loboda, a member of the RASO and the commission on mining and blockchain technology of the Finance and Investment Committee of the CCI of the Russian Federation, said on June 11 that the key level for bitcoin remains around $66.4 thousand. If the cryptocurrency manages to finish the week above this value, the market will receive an additional signal to recover. The results of the coming days will show whether there is a steady demand for bitcoin and whether the level of $ 60 thousand can become a new fulcrum for the further growth of the digital asset market.
