One of the Ukrainian saboteurs liquidated by the FSB at the end of April in Komi was Vladimir Evstigneev, who in the recent past was an assistant to Oleg Mikhailov, a State Duma deputy from the Communist Party of the Russian Federation, Izvestia found out. Then the agents recruited by Kiev tried to blow up one of the facilities of the Yareganeft company, they were eliminated during their detention. Vladimir Evstigneev twice participated in election campaigns as a candidate from the Communist Party and had connections with a number of party representatives. The evidence of his involvement in the planned terrorist attack and his political career is in the Izvestia investigation.

The identity of the eliminated saboteur

Izvestia had at its disposal materials that made it possible to confirm the identity of one of the Ukrainian saboteurs eliminated by the Russian special services on April 24 in Komi. According to the publication, a driver's license with a photo and the name of the owner was found in the belongings of one of the terrorists: Vladimir Vladimirovich Evstigneev, a native of Ukhta, born on 04/21/1973.

The victim also had a bank card issued in the name of Anna Platonova, Evstigneev's wife. The woman is listed as the deputy director of the training center "Assistance" in Ukhta, one of the areas of work of which is the training of UAV operators.

Izvestia also found the grave of Vladimir Evstigneev at the Ukhta city cemetery — the date of death indicated there coincides with the date of the liquidation of the saboteurs by special forces.

The FSB distributed information about the suppression of sabotage at the oil infrastructure facility on April 27, while the events themselves occurred three days earlier — on April 24. According to this report, the two men were acting on instructions from Ukrainian curators and were preparing an attack using drones with improvised explosives. According to the updated information, they were preparing to attack one of the facilities owned by Yareganeft (a structural division of Lukoil-Perm LLC).

During the arrest, the attackers opened fire and were eliminated during the ensuing firefight. Two drones with warheads, Makarov pistols and communications equipment were seized on the spot. According to the FSB, the saboteurs also provided the Ukrainian side with information about oil refineries in the region and data from Russian military personnel and law enforcement officers taking part in a special military operation.

On April 30, a number of anonymous Telegram channels suggested that one of the eliminated saboteurs could be Communist Party member Vladimir Evstigneev, who was described as an "active supporter" of State Duma deputy Oleg Mikhailov and "his mainstay in the region."

In the evening of the same day, a rebuttal was posted on Mikhailov's social media page. The deputy pointed out that no official information about the eliminated attackers had been published, and all statements about Evstigneev's "active cooperation" with Mikhailov were "fiction." The parliamentarian also noted that he regards the information being replicated on the Internet as "slander" and "attempts to use the tragedy to settle political scores and denigrate the party."

However, the materials available to Izvestia confirm that the man recruited by the special services of Ukraine, although no longer a member of the Communist Party at the time of the crime, had been working as Oleg Mikhailov's assistant since at least the fall of 2020 and was much more closely associated with him than he was trying to present to the public.

The political career of the saboteur Evstigneev

Vladimir Evstigneev participated in election campaigns twice as a candidate from the Communist Party of the Russian Federation: in 2020, he ran for the Council of the Ukhta city district in district No. 12, two years later he participated in by—elections in district No. 10. In both cases, he was registered, but lost the election.

Evstigneev's social media page contains campaign materials calling for him to be voted for as an election candidate. The images show characteristic propaganda symbols, including the logo of the Communist Party of the Russian Federation.

In parallel with his participation in the elections, Vladimir Evstigneev built a career in the Communist Party. He was listed on the staff of Deputy Mikhailov's office as a volunteer assistant from the Komi Republic. It is noteworthy that back in 2020, the deputy personally presented Evstigneev with a certificate. Izvestia sent Oleg Mikhailov a request to comment on the information received, but no response had been received at the time of publication.

There are also repeated mentions in social networks of meetings that Vladimir Evstigneev held with residents of the region specifically as an assistant to a State Duma deputy; the man sent relevant requests to the city administration.

Photos of Evstigneev with Oleg Mikhailov and other communist parliamentarians have been published on his personal pages. In one of them, Evstigneev, along with Mikhailov and Pavel Grudinin's confidant, Maxim Shevchenko, meets with residents. In others, he participates in a rally in support of Grudinin and Sergei Levchenko, which was organized in Ukhta for the arrival of the first deputy chairman of the Central Committee of the Communist Party of the Russian Federation, Yuri Afonin.

Nikolai Bondarenko, secretary of the Saratov Regional Committee of the Communist Party of the Russian Federation, is also present in some of the photos.

According to his status, an assistant to a State Duma deputy could have access not only to appeals and personal data of citizens, but also to other information, including aspects of the socio-economic development of the northern regions and other sensitive issues.
