On June 13, Russian President Vladimir Putin held a meeting on the socio-economic development of the Donetsk and Lugansk People's Republics (DPR and LPR), Zaporizhia and Kherson regions. The Head of State listened to the reports of Deputy Prime Ministers Marat Khusnullin and Tatiana Golikova, assessed the results of integration and outlined the tasks for the coming years. Strategic objective and timing

Opening the meeting, Putin recalled that in April 2023, a comprehensive program for the development of Donbass and Novorossiya was approved. The key task is to ensure nationwide standards of quality of life in four regions by 2030.

According to the president, the program includes about 300 different events covering social, housing, transport and communal infrastructure, as well as the launch of new industrial and agricultural enterprises and the creation of modern jobs. All federal agencies, 26 state-owned companies and 82 federal subjects who have taken over patronage of specific districts and settlements are involved in the work.

The results of restoration and construction

According to Deputy Prime Minister Marat Khusnullin, civil infrastructure is being restored in the regions, including schools, hospitals, sports grounds, municipal and energy facilities. More than 7.7 thousand multi-family residential buildings (MCD) have been restored, totaling about 24 million square meters. m housing. In addition, 63 healthcare facilities, 1,700 educational facilities, as well as 500 cultural and sports facilities were repaired in Donbass and Novorossiya, the Deputy Prime Minister of the government said.

According to Putin, almost 260 industrial enterprises have been launched in the regions, and about 19 million tons of grain have been harvested. More than 8,000 km of highways have been repaired and paved, including sections of the Azov Ring highway. Khusnullin stressed that federal roads have already been brought to a standard state, now municipal roads in populated areas have to be brought to a standard.

Economy and investments

The Deputy Prime Minister noted that the free economic zone (FEZ) already has more than 500 participants, and the volume of announced investments has exceeded 383 billion rubles. The banking sector is actively developing: the loan portfolio has reached 275 billion rubles, and in the first five months of 2026 the increase amounted to 30%.

Tax revenues for 2025 increased by 22% compared to 2024, to 435 billion rubles. According to Khusnullin, the regional economy continues to grow: in 2026, the growth by industry ranges from 10% to 20%.

Social sphere and healthcare

Golikova reported that all four regions are fully integrated into the implementation of the national projects "Family", "Long active life" and "Personnel". Federal support measures cover 2.4 million residents of historical regions. More than 1.5 million people have been awarded pensions, 93% of them according to federal standards. Almost 140 thousand certificates for maternity capital were also issued. The single benefit covers 36,000 families with 56,000 children. The birth rate has increased in three years: the leader is the DPR with an indicator of +14%.

Historical regions are fully included in the implementation of strategic measures and government programs, more than a third of families with children in Donbass and Novorossiya use social contracts, Golikova said. The recruitment of personnel to the regions under the Zemsky Doctor and Zemsky Paramedic programs, as well as the supply of necessary medical equipment to the institutions of the LPR and the DPR, continues.

A three-tier system of assistance has been created in the healthcare sector, and the regions are integrated into the compulsory medical insurance (CHI) system. 11 regional vascular centers and primary departments have been established, and the availability of high-tech medical care has tripled (from 4.3 thousand patients in 2023 to 12 thousand in 2025). Five cancer centers have been equipped, and a linear accelerator for radiation therapy has been launched for the first time in the Melitopol Cancer dispensary. Annually, more than 1.9 million adults and over 530 thousand children undergo occupational examinations and medical examinations.

Azov Region Development Strategy

Putin announced the recently approved strategy for the development of the Azov Sea region, which covers the historical regions of Donbass and Novorossiya. It should expand the transport and tourism infrastructure, involve land for agriculture in the turnover, bring the fisheries complex to a new level, and eliminate accumulated environmental damage.

The President instructed the government, together with the Agency for Strategic Initiatives (ASI), regional authorities and businesses, to actively implement scientific and technological solutions and create conditions for attracting investments in technological development projects.

"A lot has been done. And this is very good, but there are many more unresolved issues. Now I suggest we talk about this," Putin stressed.

Russian security and Kiev's terrorist methods

Putin particularly thanked the residents of Donbass and Novorossiya, as well as doctors, teachers, public utilities, drivers and all specialists who work in difficult conditions of shelling and attacks by drones (UAVs). The President said that Russian troops are maintaining a strategic advantage and confidently moving forward, while Kiev, without holding back the onslaught, is turning to openly terrorist methods — striking civilian targets, communications and passenger transport.
