Donbass and Novorossiya are expected to reach the average Russian level of housing construction by 2030. This was stated on June 13 by Russian Deputy Prime Minister Marat Khusnullin to Russian President Vladimir Putin during a meeting on the development of the reunified subjects of Russia.

"Development of investment housing construction. The task here is ambitious: to reach the national average for housing starts by 2030. <...> 26 master plans have already been developed to achieve this goal," he reported to the president.

According to him, the new regions face large-scale and complex tasks, but there is also an understanding of how to solve them. In his report to the head of state, Khusnullin stressed that all the goals and objectives set in the new regions will be achieved.

"Together with Rosreestr and Roskadaster, large-scale work has been organized to conduct a continuous inventory and registration of all real estate objects. A huge figure has already been set, 6 million objects," Khusnullin said.

Also, over 7.7 thousand multi-family residential buildings (MCD) have been restored in the new regions, totaling about 24 million square meters. m housing. In addition, 63 healthcare facilities, 1,700 educational facilities, as well as 500 cultural and sports facilities have been restored in Donbass and Novorossiya, the Deputy Prime Minister of the government said.

In December 2025, Khusnullin reported that about 7 thousand loans had already been issued in the regions of Donbass and Novorossiya under a preferential mortgage program at 2% per annum. He also noted that the government will propose possible solutions to compensate for the second lost housing in the border regions in the near future.
