The level of CTP payments, taking into account the cost of doing business in more than a third of the country's regions, exceeds 100%. Thus, the excess of payments over the premiums collected makes the avtograzhdanki segment unprofitable in these regions. This was announced by Evgeny Ufimtsev, president of the Russian Union of Insurers (RSA), according to a statement from the union's press service, which was received by Izvestia on June 11.
Such data were recorded based on the results of the analysis for the period from April 1 last year to March 31 this year. At the same time, the national average was 94.1%, which is 13 percentage points (pp) more than in the same period last year. This is almost full payment of all premiums collected by insurers, Ufimtsev said.
"This situation arises for a number of different reasons, including an increase in the activity of unscrupulous intermediaries and fraudulent practices in the regions, and in order to improve the situation in these regions, active cooperation between insurance companies, administrative and law enforcement agencies is necessary, which would reduce the level of payments," explained the head of the RSA.
The Republic of Ingushetia became the leading region in terms of CTP payments, taking into account business expenses for the reporting period, with a result of 617% (an increase of 178 percentage points), where the average payment is 258 thousand rubles. The Republic of Dagestan is in second place with an indicator of 195%, which increased by 25 percentage points over the year (the average payment was 157 thousand rubles). Primorsky Krai also entered the top three (189%; +36 percentage points), the average payout there reached 174 thousand rubles.
The top ten also included the Chechen Republic, the Novosibirsk Region, the Karachay-Cherkess Republic, the Khabarovsk Territory, the Republic of Mari El, the Kamchatka Territory and the Republic of Khakassia (from 174% to 134%).
Earlier that day, it was reported that the Bank of Russia issued an instruction to amend the territorial coefficients for calculating the cost of CTP policies in the Novosibirsk region. They will become effective on June 22, 2026. The Central Bank revised the figures after the regional authorities strengthened measures to combat fraudulent and unfair actions in CTP.
