At the plenary session, State Duma deputies adopted in the second and third readings a bill that would require banks to take additional measures to protect themselves from fraud and, in criminal cases, compensate for funds lost by customers if the bank fails to fulfill these obligations. The relevant document was published on the Internet portal of the legislative support system on June 9.
It is noted that this measure is included in the second package of measures to combat cyberbullying. The law stipulates that if a bank detects a suspicious transfer or exposure to malware, it must contact the state anti-fraud system for information and refuse to perform the operation.
In case the client decides to make a repeat transfer or sends a confirmation of the cancelled transaction, a cooling-off period of six hours is introduced. During this time, the bank may not execute the client's orders and may not repeat the transaction.
The document clarifies that if the bank does not initially stop the suspicious transaction or neglects the cooling-off period, it will be obliged to refund the funds at the request of the client. It is noted that the lost money can be recovered only in the framework of a criminal case.
On the same day, the State Duma ordered telecom operators to block numbers used for illegal activities. The law provides for the obligation of operators to label foreign calls, as well as the ability of citizens to establish a self-lock on their receipt.
