The State Duma adopted a draft law on limiting the number of bank cards per person
After the new law comes into force, Russians will be able to have no more than 20 bank cards. The relevant document was adopted by the State Duma on June 9.
"After the law comes into force, a limit will be set on the maximum number of bank cards issued per person — no more than 20. This will be another measure of protection against so—called droppers," Sergei Boyarsky, chairman of the relevant Committee on Information Policy, Information Technologies and Communications, explained on the State Duma website.
The measure will help make it more difficult to use the banking infrastructure in fraudulent schemes. The bill grants banks the right to suspend suspicious transactions. A mechanism for compensation of damage from fraudulent activities is also being introduced.
As stated in the document, the project provides for the creation of a unified payment card accounting system. Its operator will be the operator of the National Payment Card System (NSPK). The system will contain information about the issued cards, their owners and the total number of cards issued for each individual client.
Alla Bakina, Director of the Department of the National Payment System of the Central Bank of the Russian Federation, said on April 1 that cash and bank cards will remain in use for at least the next five years. According to her, although the popularity of maps is starting to slow down, and their physical appearance may transform into a virtual one, they will still remain relevant.
In February, Anatoly Aksakov, head of the State Duma's financial Market committee, noted that the limit on the number of bank cards per person was likely to be increased. The maximum number of cards issued in one bank is planned to be expanded from five to 10.
